National Effect of the Forthcoming Election in the State. THE STRUGGLE FOR SUPREMACY Disaster Party of Peffer and Lewellyn. INGALLS IS AGAIN IRIDESCENT ———— Special Correspondence of The Evening Star. TOPEKA, Kan., September 21, 1894. The political contest now being waged in Kansas is something more than a strugzle for supremacy between two parties. It is a battle of national importance, in that one of the parties asking for the suffrages of the people will be affected throughout the na- tion by the result at the polls in November. The contending forces are the republican and populist parties. Kansas is the corner stone of the populist party. The leaders in the new movement throughout the country are deeply concerned over the result in this state. They realize, as do the leaders here, that a defeat in November will cause disintegration all along the lines and prac- Ucally take the people's party out of the presidential contest in 1806; at least as a dangerous factor. it is not strange, then, that the contest in Kansas is being prose- cuted with such vigor and energy by the two parties. Republicans ag well as popu- lists realize the conditions and the signifi- cance that will be attached to the result, and are, therefore, bringing to the state the best campaigners of the nation. Republl- cans say that the contest in Kansas this year is the preliminary battle of 1896, and that {f the state drops back into the repub- Hcan column, it will practically end the os ay aa party as a national organization. ‘his is the argument the leaders are mak- ing to their eastern brethren for financial and other ald that will assist in defeating Governor Lewelling. . Populists Crying for Help. On the other hand the populist state cen- tral committee Is appealing to the member- ship in all of the states where they have « foothold for help in this critical period in the life of the people's party. ‘They say that the cause of the people must win In Kansas in November, and that to overcome the work and influence of the republican party of the nation, which is centered here, popu- lists everywhere must contribute money to save this state. Then the committee is bringing inte Kansas the leaders of the BLEEDING KANSAS Foreshadowed for the ! i i i i £ HH ay i E ft ie i ie z Hl iH i rane. Re ts clades, & i i ani none of the campaigners are making them with ©o much force as ex-Senator In- galls. The bitterness and vindictiveness that once characterized this statesman have dis- appeared and he comes before the people an earnest, logical reasoner, and holds his vast audiences spellbound. The old war horse of republicanism, who turns out to hear In- falls abuse the democrats, vilify and defame | the populists, or “skin rebel brigadiers,” will be sorely @isappointed. In all of. his | speeches Senator Ingalls announces that he is not a candidate for any office, elective or appointive—not now. But he does not fail to remind his audiences of the fact that his Seat is not vacant yet, and that when Sen- ator Peffer's term expires in 187 he will be in Washington to resume his seat in the United States Senate. In @ speech before an immense throng at Olathe yesterday Senator Ingalls said: “When I 8 consider: younger than I am how it was my honor to be called upon to select the motto that now adorns the great seal of ghe state of Kensas. I se- lected a motto somewhat pedantic, perhaps {Ad Astra per Aspera), yet one that has Proven an inspiration and Prophecy; @ motto in a dead language and a for tongue. I have been called to account to cause I did not put the motto of Kansas in English. My answer is that I have since considered any one language entirely inad- equate to do justice te Kansai Characteristic Description of State. “For Kansas is herself the most varle gated bundle of contradictions that the world has ever known, When ft is hot in Kansas the mercury in the thermometer vaporizes in the tube; when it is cold it seeks the Innermbst recesses of the bulb; when it is dry Sahara is an oasis in com- parison; when it is wet Kansas becomes web-footed, and yet, through al! her vicissi- tudes, through all her discouragements, through all the rnpleasant experiences that seem by fate to fall to the Kansas lot, our name has from the first been “Ell,” and we have got there at last. Kansas can promise more in June and pay less in August, and Promise less in August and pay more in October and November, than any other state in the Union. I am here in Kansas because I want to be. I think if I wasn’t a Kansas man I would be born again and Pete have had @ “We have roughts, we have had hot winds, we have had undulations, we have had grasshoppers in times past; yet I stand here to say that if all the droughts were concentrated into one blasting hot spell, if all the hot winds could be boiled into one scorching simoon, if all the grasshoppers Kansas has had in past years could be mul- tiplied into one great devastating animalit all these things could be combined fn one year, Kansas would not be reduced in the iooged esteem and favor, in the price of commodities and in the price of every acre of her land as she y the of abuse or vituperation for the great body of populists. He said he believed them hon- est citizens. “But for the leaders of this movement,” he said, “I have nothing but language of contempt, for which I have no adequate Governor McKinley and Thos. B. Reed have telegraphed the committee that they will make a few-speeches in Kansas in October. Immense throngs will turn out and hear these ers. x-Governor Foraker has one speech and a committee will be sent to Indianapolis to urge ex-President Harrison to come to the state and make one or two speeches during the closing days of the campaign. Lively Gov, Lewelling. Governor Lewelling is making a wonder ful eweep of the state. He has been on the stump almost every Gay since the first of August. When Sunday overtakes him he goes into one of the churches and from the pulpit expounds Christian socialism, His appeal to the common people to stand shoulder to shoulder against the plutocratie classes that make up the old parties is pow- erful. He is a man of much personal mag- netism, and is making a heroic fight for re- election. He goes into the homes of the peo- ple and into the corn ficlds and personally solicits votes. He working as if the re- sult of this election sealed his fate and that of his party. ile 1 not alone in this feel- ing. Every populist who is on the stump— and their appeals ring ovt in the 6,000 school houses that dot the prairies of Kane eas—is working for Individual votes. If @ brother is weak in the faith a committee waits on him and pleads with him to stand arm this year, A plurality ‘of 10,000 for the republican state ticket will secure the election of five republican Congressmen, If the party care ries the state by 20,000 eight republicans will represent Kansas in the lower bene of Congress ard a republican wiil suecee Senator Martin in the Senate, With such a campaign as both parties are waging the election must necessarliy be close, in which event it would be uscless to undertake to predict the result as to Congressmen and the Senatorship. ——— ee Deliberate Chinese Arwics, To the Editor of The Bvening Star: While watching the movements of the armies of China and Japan it will not be uninteresting to your readers to quote extract from “the diplomatic reminiscencer of Lora Augustus Loftus,” just iesued from the press, as to the dilitorines: of Chinese ermies, He says: “As a proof of the teiiousness of the march of Chinese troops to the outlying provinces, ¥ may mention that the Chinese army sent to re-establish authority in ¥ med (which they eventually succecded in oe fecting) took avout three years to arrive there. There being no means of provision- ing the army en route, they were obliged to halt for ths, to sow corn and ot! grain, ayy await their maturity continuing their march.” Vol. 11, Sin,
