10 = CUBAN TRADE RELATIONS The Spanish Minister Makes a Statement of the Situation. ers That the Interests of Beth Countries Demand a Fair and Equltable Unders: Senor Muruaga, the Spanish minister, Guthorizes the following statement as to Fecent cable reports that Spain had in- Structed him to open negotiations for a new commercial arrangement or treaty: “Since the reciprocity arrangements a brisk trade has been carried on between the United States and Cuba and Porto Rico, composed principaliy of farmers’ Preducts, which runs up into the milifons, Say an average of $22,000,000 yearly for Arrerican imports. It is as much in the irterest of the United States as of Spain that the exchange of mutual commodities Should not collapse. The American sugar Producers do not raise the tenth part of the home consumption and struggle besides urder disadvantages of climate, soll and Price of labor. Americans, therefore, nced our sugar, and their refining industries are largely benefited by it as well as the farming products, which find a ready mar- ket for their surplus ir Cuba and Porto Rico. Everything points, therefore, to the Recessity of a fair and equitable under- Blanding, even if it should not assume the formalities of a treaty.” Senor Muruaga would not discuss the Regotiations further. It is understood, however, that considerable has already been done toward effecting a tariff ar- fangement betweer the two countries. Spain already has freed from duty all goods which left this country prior to Au- gust 27 last, the date the new tariff act took effect. Secretary Carlisle has de- clined to make a like concession toward Cuban sugar and other products skipped prior to August 27, but landing in this country after that date, holding that the law would not permit it. This has created guite an agitation in Cuba and a large com- mercial meetings have been held. What form the new commercial arrange- ment or treaty proposed between the two countries will take is not determined, as there appears to be some doubt whether the new tariff law permits of any special arrangement. It is said by persons inter- ested in the matter, however, that an ex- ecutive recommendation to Congress might bring about a sp2cial enactment by which the 4© per cent ad valorem rate on sugar might be reduced to 2 per cent or some ike reasonable figure so far as Cuba ts concerned, and as a compensation for Spain admitting to Cuba the butter, eggs and other agricultural products of this ecrntry. The Spanish authorities feel hope- ful of accomplishing something in the line of reciprocal trade relations. e+ WILL MAINTAIN CONTRACTS. socomotive Firemen Opposed to Sym- pathetic Strikes. The Brotherhced of Locomotive Firemen at Harrisburg, Pa., adjourned last evening after sciecting Galveston, Tex., as the next Place of meeting. On the question of defining the position members shall take in a strike where they are not directly interested these resolu- tions were adopted: “Whereas, there has been a disposition @n the part of the members of the Broth- @rhood of Locomotive Firemen in certain localities to disrespect and ignore the agreements with their employers by going out on strike in direct violation of the con- stitution end by-laws of the order and a total disregard for the interest of their employer and the welfare of the brother- hood; and, “Whereas, such action is at all times condemned by this body us irrational, fa- natical and illogical and injurious to both employer and employe; therefore, be it “Resolved, That it is the sense of this, the fourth biennial convention, in Harris- burg assembled, to denounce such action op the part of our members, and that in the future we shall insist that they live strictly up to the laws of the order and the contracts under which they are work- ing at all times and in all places, and we emphatically declare that when we enter Into an agreement with any railroad com- pany to follow such agreement to the let- ter in accordance with the laws of the or- der. And further, be it “Resolved, That we demand on the part of other organizations not té interfere with the members of the Brotherhood of Loco- motive Firemen while working under such contracts, and it is the sense of this body that so long as we are not asked to per- form work outside of our particular line of duty we will comply with any agreement entered into with any railroad company.” After this whack at Debs for trying to seduce the brotherhood info joining his strike and at Vice Grand Master Hanna- han for refusing to permit the firemen in the Chicago strike to work on engines man- ned by non-union engineers, the resolutions denied the published report that his action am the late Pullman strike was indorsed. The resolutions continue: “But on the con- 4ary. we indorse the stand taken by our grand master, F. P. Sargent, the grand sec- retary and treasurer, the board of grand trustees and the grand executive board.” These and resolutions of thanks were unanimously adopte}. Yesterday afternoon Debs made a specch, said farewell and Started for home in Terre Haute. He will be = Chicago on Monday to attend his trial. The convention gave Hannahan another slap by reducing his salary from $3,500 yearly to $2,500, and leaving those of other Grand Ledge officers undisturbed. A resolution was passed removing the headquarters from Terre Haute, together with all the grand officers. It Is believed from what the Grand Lodge officers say and they have the matter in charge, that the location of headquarters will be farther east. —-+e+-_____ GEN. BOOTH’S VISIT. The Commander of the Salvatio: Army Will Spend Two Days Here. Gen. William Booth, who founded the Salvation Army, arrived in St. John's, N. F., Tuesday. He is the guest of Sir Robert Thorburn, ex-premier. Gen. Booth will meke a2 tour of America, visiting all the large cities in Canada and the United States during the next six months. Yew York will be reached about October 20, where he will remain a week. The gen- eral w be welcomed by a big open-air demonstration ir Union Square at 6:0 p.m. October 2 There iil be a street parade and banquet. After his trip over the country the gen- eral will return to New York in time to at- tend the opening of the new headquarters of the army before he sails for home. A horse driver by a sixteen-year-old old colored boy and atiached to a light milk wagon became frightened owing to the breaking of the bridle and started at a high rate of speed cown the hill. Charles Beers, another occu- pant of the wagon, who was riding from Gecd Hope to Anacostia, was thrown out of the vehicle when cpposite the German Orphan Asylum. He was badly bruised, his faée cut and arm sprained. The horse con- tinued down Harrison street, the frightened colored boy clinging tightly to the sides of the wagon. No one essuyed to catch the frightened animal until it ran into the car- riage of Charles Williamson, which was standing near the curb on Harrison street near Monroe. Just as he was about to n.ake another spring after the collision John Koach seized him by the mane and succeed- ed in quieting the animal. The shaft of the carriage was broken, and the horse belong- ing to Mr. Williamson badly injured. Officer Boland, stationed near Benning, is cenfined to his home as the result of an ac- cident of: yesterday. While crossing the Pennsylvania railroad track near that place his horse slipped, throwing the policeman to the ground, causing a painful injury to his back and left leg. He was removed to his home and attended by Police Surgeon Nevitt. Police Officer Kobie, who has been ill, is reported improved. ‘che Brotherhood of St. Andrew met Wed- nesday night, and after the transaction of routine work prepared their regular report to the Beneral council on the work of the order in Anacostia. A meeting of the teachers of the Sunday school of Emmanuel P. EB. Church was held Wednesday night, Dana Davenport, superin- tendent of the school, presidiug. During the three days fifty-two names were stricken off on account of death, 29 voters were transferred and 125 qualified voters were registered. Glenn H. Worthington of the Frederick bar has been elected counsel of the corpor- ation of Brunswick, this county. Mr. Brice was arrested at Lewistown, this county, Wednesday, charged with commit- ting a ‘murdercus assault on Albert Rogers of that vicinity. A fruitman who for fifteen years has made inspection trips through New York State, northern Ohio, Michigan, Missouri, Kansas, Nebraska, Iowa and Canada has just returned and gives his opinion con- cerning the apple crop of 1804. “The New England states,” said he, “will have a good average crop, and the outlook where I have been outside is for a large yield. In no particular section west of the New England states is there a full crop, but every section in the states I visited which has supplied winter fruit heretofore will supply quite largely this year. “A close inspection shows this to be a season in which the fruit is found well inside the tree. The quality of the fruit is below the average, except in Missouri, Kansas, Nebraska and lowa. “The aggregate supply wili be in excess of that of the fall of 1891, except as it may be changed within the next few weeks by the elements. The erop in the New Eng- land states, New York and Michigan is fully equal to that of last year.
