Plans Being Prepared at the Navy De- partment for Those Vessels. The bureau chiefs of the Navy Depart- ment are making good progress in the work of preparing the plans for the three new torpedo boats, authority for the construc- tion of which is contained in the naval ap- propriation bill for the presemt fiscal year. ‘The general design of the vessels has been determined upon and the specifications will be prepared within the next two weeks. The vessels will have @ gencral resem- blance to the Ericsson, which is to be tried in Long Island Sound in a few weeks.
