Continuing, Lord Randolph asserted that Lord Rosebery had evaded the rule which precludes peers from inter- fering in the election of members of the house of commons. Sir William Harcourt, chancellor of the exchequer and Iberal leader in the house of commons, said that as Lord Rando:ph had not proposed that Lord Kosebery should be called to the bar of the house be could not understand what course Lord Randoiph wanted the house to take. Thereupon Lord Randolph exclaimed that he intended his motion as a protest against Lord Rosebery's action. Sir Willlam, continuing, remarked that there were about 500 opposition peers who were constantly interfering with the elec- tions. He, himself, had known many pre- lates to make speeches which probably greatly influenced elections. Sir William Harcourt referred undouptedly to the pre- lates who are members of the house of lords. He then classed Lord Churchill's motion as being “trumpery, petty und contempt- and a contradiction of his ewn de- when accused of breach of privilege in 1887 for sending carriages to be used at certain elections, a course which was also followed at the same time and place by Lord Salisbury and Baron Rothschild. Mr. Balfour, the conservative leader, said that it was a case which would decide the doctrine as to whether a peer had the.right to take part in elections. ‘The speaker, con- tinuing, said that he had watched with in- terest the government's decree to extend the privileges of peers. The Body of a Murdered Man Found | Cu! in a Trunk in London, A crime has been discovered in London that somewhat resembles the notorious Gouffe murder that occurred some time ago in Paris. The scene of this latest London horror was in Grafton street, in the Soho district, which is infested with foreigners of the lowest classes. It was in the immeliate vicinity of the house in which the murder was committed that the police recently raid- ed the anarchist clubs. An Austrian woman named Marie Her- mann, who is weil known to the police as a night prowler, recently rented a small room in one of the Grafton street houses. On RESIDENCES.
