LONDON, Feb. 10.—A dispatch to the Standard from St. Petersburg says: The government commission appointed to in- vestigate the scandals in the convict prison at Onor, on the Island of Sakhalien, has is- sued a report which unfolds a terrible tale of suffering and crime. It shows that in this prison there have been instances without number of merciless cases of beatings, lop- ping off of fingers and arms by saber strokes, while cannibalism under stress of been of common occurrence. it is related that there have been cases where convicts have endeavored to be con- victed of murder, when, in fact, they were not guilty of any such crime. During the whole year of 182 there was an almost con- tinuous string of convoys carrying the corpses of convicts from Onor to Kykov- skaya, the residence of the authorities. In nearly every case the bodies were so muti- lated that they presented a pitiful spectacle and moved the persons who looked upon them to tears and words of indignation. The bodies were interred without the slight- est inquiry on the part of the authorities as to how the wounds were inflicted. The neglect of the prisoners at Onora is inal. No doctor ever visited the institu- tion and convicts who failed to perform | their work on account of physical inca- | pacity were placed on half diet in the place | called @ hospital. When it became appar- ent that they would be unable to perform further duty they were dispatched like ani- mals with a revolver by the inspector and were registered on the prison books as hav- ing died from a disease. The principal au- thor of the atrocities, it is asserted, is a former convict of the name of Shakoff, who was a favorite of the district commandant and was promoted to be inspector general.
