She Has Jilted the President and is Flirting With That Infamous Provisional Government. ‘The New York Herald, the inspired organ of the administration upon Hawaiian af- fairs, today discloses the real reason why the President’s well meant efforts to re- store Queen Lil came to grief. The story of the shameful way in which that gay and deceiving woman bumbugged our good President is most pitiful and distressing. The Herald’s Washirgton correspondent says: . “While*the official dispatches from Min- ister Willis, brought by the steamer Mar!- posa from Honolulu, have not been made public, sufficient is known to justify the statement that the minister has, in accord- p2* lance with his instructions, abandoned all efforts toward the restcration of the queen. “A State Department official frankly ad- mitted today that no terms of agreement had been reached between the minister and the qveen, and that, as a consequence, all attempts to bring about her restoration must cease. ‘This is taken to mean that the queen, after being advised of the ultimatum of the President, conveyed by the revenue cutter Corwin, still declines to comply with all the conditions of the origit.al requirements. In taking this firm stand the queen, it is be- lieved here, is controlled by fear of her future safety rather than by the antipathy she professes to hold toward those to whom she was requested to grant amnesty. “In other words, it is thought she prefers not to confess to her subjects the fear she entertains of being unable to maintain her- self on the throne without the peoenas. arm of this government. There has suspicion, too, that she has been Soeur off by the provisional government. Rumors to that effect were brought by the late ad- vices, and they have received some credence in official quarters nere. “As to the present Hawaiian policy it can be said with authority that the position of the administretion 1s exactly that stated by Mr. Nordhoff and referred to in the editorially yesterday. “The President feele that as the queen has rejected his proffered friendly media- tions to return to her what was wrongly taken from her there is nothing left for this country to do but to keep ‘hands off” and allow the Hawaiians to settle their own form of government.” A PHILANTHROPIC SUGGESTION, A Citizen Who Offers to Help Put Up an Eating House for the Poor. The Evening Star has received from a well-known citizen the following: “Will you permit me to make a suggestion toward substantial relief for the poor? As- sociated Charities, police, and the various relief associations are, no doubt, doing no- ble work, but it is, at best, only a momen- tary relief in isolated cases. Our streets are full of hungry people, everywhere you are accosted by a petition for something to eat or the funds necessary to procure a meal. One-half of the time you bestow any money thus designated upon an unworthy impostor who will hasten to the nearest sa- loon for a drink, while the other half whom you try to assist fail to find a place suit- able to purchase their meal—perhaps on ac- count of their dilapidated appearance. To refer such petitioners to any of the various relief associations seems a mockery, for they are hungry and cannot wait for lengthy investigations until they are fed. I suggest that the charitably disposed citi- zens contribute the funds for the building and maintenance of a plain frame structure for an eating house for our poor, with sult- able kitchen attached, divided into four sec- tions, one each for white and colored fe- males, and one each for white and colpred males. Each section to be provided with plain tables and benches, so that even the most modest and respectable poor may be served with a good meal without much pub- licity or offense. Here let every one who is poor and hungry call mornin, ind even- ings for a plain but good and substantial meal, and one-half of the suffering will be disposed of. I have no doubt permission could be obtained from the authorities to erect for so good a purpose a building in some centrally located square, say on the B street front of square between 6th and 7th streets northwest. There are, no doubt, thousands to lend a willing hand either in contributions or personal services, many to H assist if they but knew just how and where. Everyone that possibly could would sub- scribe a little donation, say of from $1 to $5 per month, for the maintenance of such an institution, and plenty of charitable and benevolent ladies would assume the duties of purchasing, preparing and serving the food, and many young ladies will cheerfully abandon their task in fancy cooking schools for the sake of applying their acquired skill practically for the benefit of this dining | room, and enjoy seeing the faces they help- ed make happy.
