Folks are prone to wonder—that is, unin- formed folks—why statesmen insist upon finishing their speeches before allowing them to be printed in the Congressional Record. There is what seems to the unin- {tiated public an unreasonable prejudice on the part of Senators, at least, against the installment plan of publication. Conse- quently, during the progress of a long Speech that consumes a few hours of each day a week, the Record is embellished with such tantalizing phrases as this, which ap- peared in the Record of this morning: “Mr. Stewart's speech will be published entire after it shall have been concluded.” This seeu.ly phrase covers a multitude of “senatorial courtesies." The debate of yester- day afternoon, which was punctuated by a passage between Senators Stewart and Pal- mer, may never go down into history just as it occurred. There is likely to be con- siderable revision. A Hot Passage of Words. It was a hot passage, for it related to the hereafter, the fate of wicked statesmen,and the punishment of ignorant financiers. Mr. Stewart held up a frightful picture before the gaze of the Senate as a warning. Sen- ator Palmer aided by turning on the cal- cium light and Senator Hoar gave further assistance by regulating the gas. Senator Stewart had been quite as unin- teresting as usual, until he came to talk about the act of 1873, which pee yd silver, and has therefore been regarded by the western Senators as the climax of crime. Mr. Palmer, who has an extreme jot for questioning Mr. —_—s neighbor if it was not true that woes tor for that iniquitous measure. Mr. Stewart never flinches from a ques- tion. He seldom answers, but gives an ex- cellent imitation of replying. So he said that he had voted for the bill, but that he did so in ignorance of its real nature. “Every Senator but one,” he called o: looking significantly toward the desk Senator Sherman, “was deceived. No man who voted for the bill knowingly will over be ayo, either in this world or the next.” Sheol and Purgatory. “How about thcse who voted for it ig- rorantly’” Mr. Palmer asked. “They will all go to the bad place,” was the answer. “If they had the means of knowing what was in the act they ought to have known it.” “I am tol@ that it was printed,” Mr. Palmer remarked innocently. “Yes,” Mr. Stewart admitted. Then he turned on Mr. Pslmer and said fiercely: “Do you know all that is printed?” “No, I Go not,” Mr. Palmer admitted. “Here's a pile of printed matter,” said Mr. Stewart, pointing to a large package on his table. hat do you know about it?” “I think,” Mr. Palmer mildly remarked, “that if those who favored that act go to those who voted ~ A isnorantly cught to go to purgatory, at least.” “Not at all," said Mr. Stewart. “Why hould a mun go to purgatory who did not sin wilfully? There must be evil intent in order to commit a crim: “There is such a thing as criminal ig- norance,” Mr. Paimer suggested. “If I am guilty of criminal ignorance tn that matter,” said Mr. Stewart, “I will have such a goodly company of Senators and members to go with me that I will be willing to go to the bad place with them.” Senator Hoar Chips in. This colloquy had gradually interested Senator Hoar, who had been pleasantly en- gaged throughout the afternoon reading ao red covered book from the Congressional Li- brary, and when this point in the discus- sion had been reached he moved over to the region of Senator Stewart, and, getting &@ good chance to chip in, asked in a stage whisper that barely reached the galleries: “If you go to the bad place tn punish- ment, do you expect to finish your speech there?” Then he turned and bexmed through his with the conscious air of a man Who had said a good thing, but his com- cent manner seemed disturbed when Mr. tewart, turning fiercely around at his tor- mentor, retorted: “Well, if I finish it there I am sure you will be there to listen to me.” It is an open question as to just how far e ruthless blue pencil of the editor will run through this interesting bit of per- iege.
