The Secretary of the Interior has sent to the Senate a letter of the commissioner of pensions in response to an inquiry as to what regulations had been made and what action had been taken under the act of March 1, 1893, relative to the payment of Pensions to pensioners whose post office ad- dresses are now, or lately have been, tem- porarily in foreign countries, and if any pensions which accrued prior to July 1, 1883, had been suspended. The act referred” to Provides that from July 1, 1893, no pension shall be paid to a non-resident, who is not a citizen of the United States, except for actual disabilities incurred in the service. ‘The commissioner says a circular letter eee the cahtom gy rect sus} Comes Oe pend paym: every side the jurisdiction of the United States and that at the end of the fiscal year, June 30, they were to transfer to the rolis of the Washington, D. C., every pensioner whose address was not within the jurisdiction of the United States. payment after July 1, 1893, under any cir- cumstances to any person affected by the act of March 1, 1893, but to transfer all matters connected with such cases to the pension bureau. The Washington agent ‘was directed to transfer the lists he receiv- of of such non-resident penstoncrs to the pen: bureau. June 5, 1893, order No. 222 was promulgat- ed, construing so much of the act as refers to foreign pensioners to mean that all pen- sioners’ disabilities incurred in the service of the United States and in the line of duty should continue to receive thei ‘without though they resided in foreign countries, and that in every other class of pensions then being paid, or which might thereafter before payment of any pension, if the pensioner resided in a for- eign country. Immediately upon the re- ceipt of the evidence, the commissioner says, it is applied to the proper case, and if found to be complete, the United States pension agent at Washington, D. C., upon ‘whose roll these pensioners are now borne, 1s ordered to resume payment. If the evi- dence is found to be incomplete, the case remains suspended and no further payment can be made, not even any amount which may have accrued prior to July 1, 1893. we The Weeks Case The efforts of the State Department to induce the government of Costa Rica to surrender Defaulter Weeks to our officers in the absence of a treaty of extradition have been unsuccessful. This is due espe- cially to the inability of the Secretary of State to promise reciprocity for such sur- render. Minister Baker, who went to San Jose to negotiate for the surrender of Weeks, has informed the State Department that the Costa Rican government hesitates to act in the matter in the absence of re- ciprocity or treaty, but is willing to nego- tiate to that end. ed The Montgomery's Condition. ‘The cruiser Montgomery has been dock- ed at Baltimore and examined by ma- rine surveyors.
