Ak RUMOR SETTLED. Some Said That It Could Not Be All Waited With Deep Interest and Breathless Anxiety. HOT WORDS EXCHANGED At the Meeting of the Northeast Citizens’ Association. Finally Pesce is Restore€d and the Warring Members Adjoura— Railroad Matters Discussed. Although some of the streets in Northeast Washington were muddy last evening after the rain, there was a fair attendance at the Hall, corner of th and Hi streets. Presi- dent Frizzell was a little late in calling the meeting to order, and although the weather was bad, nearly two dozen members were present. . The reading of the minutes consumed some time, and there was a Jiscussion as to some of the unfinished busiaess mentioned therein, which was satisfactorily explained, and the reports of committees were called for. Chairman Frizzell of the railroad com- mittee reported the following: “As a rule the trains have run at a moderate speed until within a few days past, when several of them have put on high speed, but this has been done by more of the outgoing than incoming trains. The committee thinks it is only necessary to call the attention of Lieut. Heffner to the matter, and he will THE EVENING STAR: WASHINGTON, D. C.. TUESDAY, SEPTEMBER 26, 1893. though it was not entirely unexpected, to many it was a surprise. The reasons for it were partly stated in an exciting discussion which followed, the principal participants being President Frizzell and Mr. Chappell, during which Mr. Chappell several times accused the president of the association of being guilty of falsifying. Mr. Chappell was chairman of the street committee and his work as such did not seem to please the presiding officer. The latter, thereupon, accused the former of working against ‘the best interests of the association, and he thought it was simply handicapping it by keeping in it a man who does not work in harmony with the organization. “The statements made are false,” said Mr. Chappell. President Frizzell said that at a former meeting he had remained quiet and listened to a tirade of abuse for an hour. “TI call him to order for personal abuse,” said Mr. Chappell. Again Mr. Frizzell repeated some of his statements, and again did Mr. Chappell denounce his statement as being false. “Oh, I can prove it,” retorted Mr.Frizzell. Mr. Millard arose and attempted to act as peacemaker, speaking of the valuable serv- ices rendered by Mr. Chappell and of the amount of money he had contributed to- ward keeping the association on foot. He thought that Mr. Chappell’s resignation as chairman of the committee might be ac- cepted and that his resignation as member of the association be laid on the table. “He ts too valuable a man for the associa- tion to lose,” concluded Mr. Millard. Following this, Mr. Frizzell made some remarks as to why he had charged Mr. Chappell with being unfriendly to the associ- ation, and Mr. Millard’s amendment that AFTER STOLEN HORSES. Several Recovered and Two of the Thieves in Custody. Detective Robert Jeffries of West Chester, Pa., was here yesterday looking after some horses that had been stolen from in the neighborhood of his home and which had been sold in this section. At the same time the sheriff knew of the operations of the horse thieves in the vicinity of Rock- ville, where J. 8. Childs and Magistrate Stonestreet were the victims of the thieves. Each lost two horses, a buggy and harness. This was after the thieves had been here and sold several of the horses and vehicles they had stolen in Pennsylvania. The con- fession of one of the men under arrest in West Chester was what brought the sheriff here and with the assistance of Detectives Lacey and Carter he recovered three horses. A wagon was recovered in Norfolk. Thus far the sheriff has recovered eighteen stolen horses in addition to several vehicles and many sets of harness. The circular sent out by the Rockville citizens reached Sheriff Jeffries, who ts confident that he has the horses and vehicles described. They will be returned to their owners. Last night Sheriff Jeffries returned home and some of those who purchased the stolen horses will probably be called upon to appear against the two prisoners in the Pennsylvania court. pu Loss of the Roosalka.
