Her Merchants Ready for Business— Help for Sea Island Sufferers. Charleston wishes to announce to the world that she {s ready for business again. A sufficient number of wharves have been repaired to accommodate all ships in port, and railroads are running trains on regu- lar schedules. Telegraph communication has been restored to all parts of the coun- try, electric lighting and telephonic service are working without a break, and the streets have been cleared of all wreckage caused by the storm. ‘The city health officers say that the com- munity 1s remarkably free from sickness. and the streets and exchanges have assum- ed the usual appearances of the heavy fall months. Everybody is at work. There are no unemployed there, except those who will not work. Merchants speak cheerfully of the situation, and prospects and recovery from the paralysis of the storm has been as pushing the work with splendid results. Dispatches from Beaufort announced the arrival of the first trainload of provisions. The committee have another trainload of provisions ready for shipment today, and yesterday a carload of clothing and bed- ding was contributed by the people of Charleston. There will be other carloads in_a day or two for shipment. Subscriptions in money, provisions and clothing aggregate about %,000, and the canvassing 1s still going on. Mayor Ficken yesterday received an offer of a carload of clothing from the mayor of Kansas City. Other offers of aid from distant places and and stories from the Sea Islands are most pitiful. An executive committee of the privy council of Ireland ts provided for which “shall aid and advise in the government of Ireland.” ‘The lord lieutenant, with the advice and consent of the executive council, 1s author- {zed to give or withhold the assent of her majesty to bills passed by the houses of the legislature. The legislative council by the terms of the bill shall consist of forty-eight counctl- ors. Every man shall be entitled to vote for a councilor who owns or occupies any land or tenement of a ratable value of £20. The term of office of the councilors is to be legislative assembly 1s to consist of 103 mem- bers returned by the parliamentary constit- uencles existing at present In Ireland. This assembly, unless sooner dissolved, may ex- ist for five years. The bill also provides for eighty Irish members in the house of commons.
