The condition of the finances of Alexan- dria has prevented the city council from in- creasing the number of the police force from seventeen to twenty-one, but it is thought that when the board reassembles in October an increase of $5 per month will be made in the pay of the privates, as this will add only $000 to the total cost.’ As the increase will date from the first of July it will give the police their extra pay as Christmas money. A Reform School Needed. Few months pass in any county in this state in which the need of a state reform school is not demonstrated. Two bright Litttle lads, both under twelve years of age, have been’ caught here by the police after they had effected scores of small robberies or pilferings. Their ingenuity and sharp- ness was astonishing. They managed to go into a large factory and steal the clock. They beat a vending machine by fastening a thread to a cent and withdrawing it the second it touched the spring and put out the chewing gum. Divers other devices, that used for honest purposes would have served ends, were used by them. Noth- ing could be done with the tots, except to threaten and frighten them, and it is said “they did not scare worth a cent.” A New Water Secretary. Dr. Thomas S. Leadbeater was this morn- ing chosen secretary and treasurer of the Alexandria Water Company, vice T. D. Fendall, deceased. Dr. Leadbeater has been a member of the school board. Mr. Johansen, at Sungpu. A couple of weeks ago the Chinese serv- ants heard that their masters were to be murdered on the 18th of July. They told the two foreigners to lose no time in get- ting out of the town. But apparently the poor fellows did not think the danger so very pressing. On the day named the house where they lived was surrounded by a howling mob, chiefly composed of the loafers of the town. The latter went about from man to man inciting them to kill the “foreign dogs.” The missionaries came to the door, but were greeted with a shower of stones, and beat a hasty retreat inside the house and patiently awaited even.s. Last night Arata was taken from the county jail by a mob led by Lightfoot's son, strung up to a tree and his body fillea with bullets. The vengeance of the mob did not end with the shooting. The body was taken down, dragged through the streets by the rope ‘with which it was hanged. It was dragged along Court street through the business part of the city to 17th and Curtis, where it was strung up to a pole of the electric street railway.
