An Alleged Case of the Disease in Provi- dence—The Doctor's Opinion. A telegram from Providence, R. I., an- nounces that a man suppposed to be snffer- ing with cholera had been found at 154 Helen street, in the most thickly settled portion of the city. The man was Joseph Nugent, twenty-two years old. Dr. O"Leary was at- tending him and he told the policeman that the young man was suffering from the form of cholera which existed in New Y: summer, that the disease tagious was contagi: and that the house and coftents should be disinfected. Blair of New Hampshire, appointed minister to China, and who was repudiated by that government, delivered’ an address at the national service at the Fifth Avenue Auditorium, at Asbury Park, N. J., yester- day afternoon before a large assembly. His theme was “The true relation of our nation to the other great nations of the earth,” and he dwelt with particular force on the question of Chinese emigration. He asked: “What are we to do with the great and pressing problem gof emigration? Is it our duty to admi® them “indiscrimi- Bately?” In referring to the Mongolian he = “Had it been permitted 20,000,000 Mongo- Mans would now be occupying the western part of our country. “They come to stay and to debauch the moral influences that now sway our people. They can live on twenty cents a day, where it takes $2 to support an Ameri: can.” He continued in this strain, and urged self-preservation by shutting out the Mon- golians. He scited the treaties with China as mistaken, as the advantages were on the side of’ the Chinaman, and ‘claimed that the acts of 188 and 1892'did hot go far enough in dealing with the dangerous prob- lem. It Allows Women to Vote in Municipal Elec- tions With an Educational Qualification —Supposed Advantage to Kepablicans. Spectal Correspondence of The Evening Star. Grand Rapids, Mich, July 21. One enactment of the legislature in par- ticular is giving the Michigan democracy @ good deal of anxiety. It is the law be- stowing the rights of franchise upon the Women in municipal elections. This law, Passed ostensibly in response to loud and Fepeated calis from the women, in reality has a deep political significance and is di- rected especially at the democracy of De- troit, Grand Rapids, Saginaw, Muskegan and other cities in the state where repub- lean victories are the exceptions that prove the supremacy of the other fellows. The law as it was enacted provides an educa- | tional qualification for women who vote, and those who can read and write can cast their ballots for the entire municipal ticket if they desire. In passing this bill the re- publicans that the more ignorant foreigners, the Poles, Swedes, Irish and Germans are democrats by large majorities, And the foreign element play an important Part in municipal elections and roll up dem- cratic majorities. By giving the women the right to vote and prescribing an educa~ tional qualification the republicans expect that the votes of the enlightened women Will more than counterbalance anything the foreigners can do. ‘The democrats do not propose to allow the new law to go unchallenged and it will be tested in the supreme court before the time comes for applying it, The state cen- tral committee has taken hold of the mat- ter and at an early date some official in one of the cities which the democrats con- trol will resign and a special election will be called to fill the vacancy. The validity of the new law allowing women to vote will be inquired into at that time and the Question will be settled before the munici- election .in Detroit this fall. The con- est will be made on constitutional points. ‘The state constitution is very clear in giv- ing the franchise to maies only and throughout the instrument the language is in the masculine gender when it relates to elections. The republicans claim the mat- ter, of sex pertains only to general elections and the election of state and county of- ficers and that who shall vote in municipal elections is discretionary with the legisia- ture. ‘The democrats have several supreme court’ decisions bearing more or iess di- rectly upon the question, -although the Question itself is a new one. Very soon after the enactment of the law the republicans in Detroit and Lansing set about corraling the female vote, and in Saginaw and in the city they have begun & gentle flirtation with the same object in view. In Lansing they have adopted reso- lutions inviting the women to come into the fold and to participate in the party de- Uberations and places have been made for them on the campaign committees. ghey, are claiming a good deal of credit for themselves in bestowing the franchise and will expect the women to vote the re- | ment_are reached. PARADOX OF THE POLE. Place Where There is No East, No West and No Time of Day. At the north pole there is only one direc- tion—south. One could go south in as many ways as there are points on the com- Pass card, but every one of these ways is south; east and west have vanished. The hour of the day at the pole is a paradoxical conception, says McCfure’s Magazine, for that point is the meeting place of every me- ridian, and the time of all holds good, so that it is always any hour one cares to mention. Not Merely Commercial, But the Present Issue Threatens Her Prospects in Burmah. Great Britain's interests in the settlement of the Slamese-French question are not re- garded as merely commercial, although the houses engaged in the Siamese trade have raised no small part of the popular protest against France's action. The opinion in nigh political circles is that more important international matters than England’s immediate trade with the east are at stake. Siam has long been re- garded as the buffer between France and England in the east, and the prospect that this buffer will be mutilated or halved is be- Heved to threaten trouble for the British in jurmah. ‘The territorial claims of France are not limited to the region 150 miles wide and 30 miles long, inhabited by tribes which Slam has ruled’ but nominally and which has been explored only by French travelers. They extend over an enormous piece of Siam proper, and if granted, will separate Slam from China, and bring French and British possessions in Asia into immediate conjunction. This Siamese territory, which France demands simply because she covets it, is one of the most fertile and advanced districts of Siam. The surrender of it to the French would annihilate a laree Brit- ish trade.
