To the Editor of The Evening Star: The readers of Tax Stan need not expect too much of chert, the supposed new paving ma- terial. By referring to the dictionary they will find it defiued as “a subspecies of rhomboidal quartz.”” The chert used in the southern cities betweer Montgomery and Savannah is a glassy slack, derived from the combinations of the flux used in the blast furnaces of Alnbama. In this country, to the south of the regions known in geology’ as “the drift,” gravel is scarce and costly, hence the chert isa valuable substitute in roadmaking and even for concrete. Ihave uot heard of any proposition to adopt | the gold standard any more completely than it j has existed since the resumption of specie payments in 1879; I have heard objections to the abandonment of that standard and the adoption of asilver one. Ihave not heard of any threat to contract the currency; the most heroic measure I have heard proposed has been to repeal the “Sherman act” and cease ex- panding the currency. Since Mr. Birney is so fearful of a contraction of the currency, it may be well for him to note | that it bas been enormously contracted already | ae the result of our recent pro-silver logislation, | and fears of more of the same sort. During | the year ending June 30, 1893, our exports of gold amounted to @103,630,884; our imports to ‘$21,174, excess of imports over exports, | 987,506.463. There, to begin with, is a con: | action of #87,500,000, A few years ago there was, outside of the | treasury and of the national banks, over $300, 090,000 in private bands in circulation. (See Teport of the director of the mint for July 1, | 1891). Where is that gold now? Hoarded by | ite owners, who think that if gold is destined to | go toa premium they may as well reap the profit as to have it go to the banks or the gov- | ernment. There isa contraction of the cur- Tency to the full extent of all the gold that was once in circulation, byt now has gone out of it. ‘Those of the citizens of the United States who are possessed of ordinary intelligence (and this embraces a large and increasing propor- | ton of them) are well aware that there has | never been a rapid inflation of the currency without most baneful results. Witnessing the | utterly neediess purchase of 4,500,000 ounces of silver per month, and threatened with the free and unlimited coinage of fifty-cent silver dol- lars, the timid class of community decided to take their cash out of the banks rather than tion. risk its loss in the financial crash they feared. | | The banks, a money on deposit, had | i | leas to loan. of loans and the | refusal to make more. because all the money | obtainable was needed to satisfy the demands | of depositors, by just so much reduced the | amount of money in circulation. From the | Ast of January to the Ist of June, 1893 (accord- jing to the ‘reparts of the national banks to the controller of the currency), their resources were thus crippled to the amount of seventy-eight millions of dollars. Whon we read in yesterday's dispatches that the State Bank of Denver has paid out to depositors $900,000 within the last thirty days;the German National Bank of Denver one million dollars within the last sixty days work is going on all over ¥ realize how rapidly money is being withdrawn from cireula Is there in Washington, or any other community, dollars obtainable for businesstuses now where sixteen dollars could be obtained a year ago’ If not, then there has | been within the past yearn practical, actual, disastrous contraction to the extent of six hundred millious of the nineteen hundred mil- lions of dollars that constituted our circulation & year ago. It is to be hoped that the discerning public will see that the dangers which Mr. Birney im- ogines will result from a ceseation of inflation re very minor matters compared with the jevit®that have already come upon us because of ~«e: soup theswOntraction born of the unwise inflation of Novetries in Silverware for the Dining Room, | the past. The officers gave Leighton Forsythe, a young man of twenty-three, a rather unenviable char- acter this morning when he was arraigned be- fore Judge Miller on a charge of vagrancy.
