Preparations Being Made for the Dock Trial ‘Next Month. Instructions are being prepared at the Navv Department for the dock trial of the battle ship Maine, which will take place early in July. ‘The object of the dock trial is to test the ma- chinery under conditions which would obtain if the ship were in free route or steaming at sex. The revolutions of the screw and the acquired Lorse power would be less when the ‘vessel was tied at the dock than if she were running at sea, but the difference can be easily ascertained and the sufficiency of the ship and its machinery shown. ‘The conditions of the trial are out of the usual course and are intended to furnish the contractors for the machinery for the Maine « Portion of their contract price. If the Quintard iron works waited for the $150,000 remaining to its credit until the de- partment is satisfied with the performance of ‘the ship it would be obliged to await the re- sult of the trial of the ship at sea. The running of the machinery at the dock will give the firm shout €75,000 if everything is in good condi- jon. ‘There will be acontinuous run of four hours, with both main engines and ali the boilers in operation, or two runs each of four hours, when one engine and half the boilers are in Yperation. > THE NAVAL CADET GRADUATES. There fs good reason for tie belief that provision will also be made for the other one before July 1. ESTIGATED. The Cireumstances of the Collision Between the Monongahela and the Spiranza. Annaval court of inquiry has been ordered to meet in New York on the 22d instant to in- vestigate the facts connected with the collision between the U. 8.5. Monongahela and the Swedish ship Spiranza in the harbor of Madeira last January. The inquiry is directed prinei- pally against Commander T. A.- Lyon, com- manding the United States warship. He has fust gone through the ordeal of an investiga- tion as to his responsibility for the loss of one of the ship's apprentice boys in February last. The boy fell overboard about 8 o'clock in the evening while the ship was 500 miles from Bar- Dadoes. :ptain refused to allow the lifeboat to be The cay Jowered to look for the boy. as be stated before the court, because he thought the sea was run- ning too high and_the boat would be swamped. Other officers on the sbip took a different view and thought the oat shonid have been low- ered. The testimony taken by the court, now on file in the department. shows that the cal fain and some of his officers did not exactly agree as to the conditions of the weather, the captain aserting that the moon was obscured, sfewing sea running aud a stiff trade wind blowing, while some of the officers thought the conditions were different. The court of inquiry which will meet in New York this week is to determine whether Com- mander Lyon was guilty of bad seamanship in connection with the collision with the Swedish vessel in the harbor of Madeira. It appears that the Monongahela in coming to anchor swung around and bore on a Swedish bark Tying in the harbor. and before the ships could be parted the Swede had suffered the loss of headgear and sustained other damage, and the | Mononguhela had her patent life buoys and two Doats banging in the davite smashed. and some of her rigging damaged. Some of the officers under Commander Lyon have intimated that the accident was due to poor judgment on his part in not allowing enough room for the ship to swing in and bad seamanship in coming to anchor. These officers also assert that it was Rot the first time during the cruise that the Monongahela eamo near doing damage to other craft by bad handling. eee Pay of First Sergeants. ‘An order has been prepared at the War De- partment which will formally establish the pay of first sergeants as $25 instead of $20 per month, and the pay of sergeants as 18 instead of $17 per month. This increase applies only to sergeants of cavalry, artillery and infantry, and the orcanizations classed therewith. It does not include sergeants of the ordnance, engineer and signal corps, Assistant Secretary Grant propared a bill Inst year the purpose of which was to increase the pay of all non-commissioned officers, but it failed. and im its place anothor bill was passed inereasihg the pay of sergeants and first ser- geanta, The law now allows a first sergeant more pay than is given to a sergeant major, although the former is the subordinate of the latter. ‘The inconsistency will probably be corrected by the Rext Congress. Victor Baughman, met death this week under peculiar cireum- stances. They had been brought up from the paddock and fed some oats, a short time after Which they manifested symptoms of dis- tress and seemed to have difficulty in breathing. While awaiting the arrival of o veterinarian some of the stablo men sought to relieve the sufferings of the fine animals by ad- ministering a drench. The fluid, how- ever, entered the lungs instead of the throat and the horses died from the effects. One was ‘Miss Baughman,” by “Messenger Chief,” and bad just had promising youngster by Il Sabio, out of Unt- wood. The other was Compromis, by Belvi- dere. son of Belmont, and the two were re- centiy purchased of Wm. H. Hill, Worcester, Sass. They were valued at $2,600. Charles E. Wochter, a well-known carpenter and builder of this city, was seriously and per- haps fatally injured today by a fall from a building upon which he was at work. He fell from the second story to the cellar below, and in falling was struck on the back by a beam, which is believed to have broken his backbone. ‘A detachment of United States cavalrymen from Fort Meyer. near Washington, under com- mand of Lieut. Perry of the seventh cavalry, are encamped near Frederick, and will spend several days here for the purpose of enlisting recruits. The conference of the state's attorneys of Maryland. which was called at the suggestion Edward 8. Eichelberger, state's attorney of this county, was held in Baltimore this week, and was attended by nineteen of the twenty-five attorneys of the state in the various counties and the city of Baltimore. The object of the conference was to dis cuss the advisability of reviewing the criminal laws and practice of the state, in order to do Away with much of the useless formality now involved in the methods of criminal prac- tice.
