MR. BISSELL TALKS. He Explains to Anxious Office Seekers Ex- actly What He Proposes to Do. ‘There are so many places in the gift of the Postmaster General that the pressure for ap- pointment on Mr. Bissell is very great. This fact has led him to formulate some genoral rales in regard to appointments, which he has announced privately and through the press. Of course he is going to carry out the policy of Mr. Cleveland and ex-office holders need not apply to him. He also does not propose to dis- turb the present incumbents whose terms have not expired except for cause. In these par- ticulars the policy to be pursued by the head of the Post Office Department is identical with that which prevails in the other departments. ‘There are some other details which are peculiar to this department. For example. Mr. Bissell desires to break up the practice, which, to some extent, has become general, of ‘men accepting pesitions as postmasters and then treating the Places as side issues and turning over the | active management of the office to a substitute. | ‘Mr. Binsell proposes that the men he appoints | ‘as postmasters shall be such in deed as| well as in name. It does not appear to a casual observer that there is anything very compl ented in these conditions which have been laid | down for the regulation of appointments to| office under the Post Office Department, but | the fact of the matter 1 that there is a vast deal of doubt in the minds of the average politicians. Clouds and mists envelop the mental vision of | such a large majority of the people who call on | the Postmaster General that he has established | e school of instruction and appointed himself an chief lecturer and dean of the faculty. The title of the first lecture, which is delivered to several crowded audiences between the hours of 9 and 1, is “Does the Postmaster General Say What He Means or Mean What He Sars?” The idea of this lecture course was suggested to the Postmaster General by the universal uvcer- | tainty which seemed to prevail. The course will be continued until every doubting mind, as far as be can reach it, is satisfied. Among the listeners’ on Saturday were the | two Senators from Kentucky, who convoyed «| number of anxious citizens from the blue grass state. Senator Harris was also there with a number of his constituents, and several other | states were represented to the extent of the | seating capacity of the room. The entire time | was devoted to the elucidation of the general | principles before mentioned, and there was no | time left for the consideration of those specific | and personal matters which lie so near to the | heart of each one. When the room was emptied other delegations filed in and the lecture was cortinued. It is understood that Mr. Bissell succeeded in convineing all of those who saw him that he meant what he said and intended to carry out his declarations. ae ee CANDIDATES FOR OFFICE. Men Who Are Now Looking Wistfully ‘Toward the White House. A new name has been sprung for the can- didacy of the collector of the port of the city of New York in the person of Senator Poucher of Oswego. He will represent the anti-snappers of the empire state, and during the past few | days a quiet but determined still hunt has been | im progress to secure President C! favorable consideration. J. 5. O'Donoghue of New York, who was a candidate for this position during the last Cleveland administration, and who is the rep- resentative of Tammany Hail, has been thought to have been in the lead. The entire contin- gent of interior New York state Cleveland democrats, however, had united upon Sena tor Poucher. He was the chairman of the anti- snapper state central committee and it was who made such a determined fight against Senator Hill's election to the senatorship. Dodge of Cleveland and Gen. Finley, ex-member of Congress and a resi- dent of Bueyrus. George L. Johnson of To- Iedo, who was collector of the port under Mr. Cleveland, wants to be reappointed and so does George Hull of Lima. Benjamin F. Wade of Toledo, ex-United States marshal, hopes to be appointed collector of customs. ——— RECEPTION.
