The Hawaian commissioners had a briet con- ference with Secretary J.W. Foster at the State Department this morning. It lasted only fifteen minutes and was devoted entirely to minor questions affected by the proposed treaty. THE BOUNTY ON SUGAR. Many matters of detail are constantly com- ing up for discussion, some of which will find no place in the treaty,but be left for settlement | under the questions of administration and gov- |ernment. “The principal financial item is that of the bounty on sugar. The Hawaiiant naturally want the present law to apply to taeir crops, but are not insist. ing upon this, point very strenuously, being convinced that the bounty provision ‘of tie tariff law will not be an od long enough to cover the next sugar crop of the islands, which does not begin to come in until December. Aside |from the sugar bounty Mr. Thurston of the Hawaiian commission estimates that the loss of revenue to the islands by annexation will just abont equal the amount of expenditures of | which they will be relieved. An invitation was received by the Hawaiians yesterday to visit Tacoma, Wash., on their return to the islands, and go home by # new line of steamers which will ply between Tacoma and Honolulu. The Hawaiian legislature at ite | | recent session voted a subsidy of $500 trip to secure the establishment of this line. —s THE SILVER QUESTION. | Another Effort to Ke Made to Get It Before the House This Session, It is not believed that Mr. Josiah Quincy, who is here trying to work up at. other anti-silver movement in the House ona little different | limes from those followed to defeat last week, It is enid that Mr. Cleveland has other purpose in view and is disposed to let the mat- ter drop until after the Fifty-third Congress can be got together. Mr. Quincy's proposition has not met with favor any more than bas his attempt to direct the House in the line of pol- iey they should pursue. There is, however, a movement on foot to bring the question before the House once more before the 4th of March, leaving the manage- ment in the hands of a’ different sct of men. Word has been sent to Mr. Cleveland by at least ten prominent men in the House that believe that even at this late day it mignt be possible to pass a bill through the House re- ing the Sherman law and substituting the | d-Allison act for it, but that the present | law cannot be repealed outright without a sub- | stitute nor suspended. A hope for cloture seems to spring eternal in | the breasts of some of those who can't realize why the House does not stop the purchase of silver at once. A petition for cloture to secure a vote on the New York bridge bill is said to have been signed | by alarge majority of the democrats of the House, the opposition to that bill being con- fined to but a few determined members. This gives the anti-silver men hopes, ax they argue it puts an end to the claim’ of democrats that they opposure cloture on principle.
