— THE EVENING STAR. WASHINGTON. FRIDAY © city. As = local NEWS paper and Ad- Yerining Medium it has we competitor. ‘The monicipal building idea has, so far as fhe Senate can do it, been nid away to rest, Grd for atleast twoor three years more the District will continue to hire the only available but always uneuitable quarters ata rental which fs very much more than the interest upon the price of a tirsichws structure. Strange argu- ment prevailed e Senate yesterday when the project was under discussion. Senator Vest | thought the matter should have been referred to the committ publie buildings and grounds, forgetful of the fact that that com- mittee has had the whole affair in its hands for mach more than a year, but without ever hay- fing given eration. Then caine the contention that a municipal building woul! deface Pennsylvania avenue and would be disgreeable to the ladies who are in the habit of visiting the Center market. It is extremely diffenlt for the average mind to un- derstand how a creditable piece of architecture could possibly damage the appearance of the south side of Pennsylvania avenue, and it is no Moreeasy to grasp the idea that a building whieh would be no nearer or Sh street than one hundred and fifty feet could in uy way annoy or disturb lady marketers. Ladies walk or drive without hindrance or in- sult past a score of hotels that are located on main thoroughfares im spite of the fact that around all of these places of public resort there is no nck of more or lees respectable loafers. Why, then, should ladies hesitate to pass within ene bundred and fifty feet of ao building devoted to law and good ge ment, ite inte- rior and exterior guarded and purified by con- tinual police presence? It was also contested that no public parking should be given up for use as a building site, but the Senators who engued thus, and with apparent propriety, were forgetful of the fact that the reservation in question was long ago set apart for the purpose to which the Commissioners have endeavored to apply it. ntion might also be directed to the fact that this strong moral sentiment as to the appropriation of parks was not visible in the Senate when that body passed a bill which authorized the spending of $30,000 on a flower market which, if the measure should unfor- tunately become law, would be located upon a Fevervation just across 9th street from the site of the proposed municipal building. How do Senators excuse their action as to the park which they propose to destroy by placing thereon a flower market? it be by the wtatement that “it is such alic.'s one”? it any serio Men who are informed as to local legislation bave never regarded the more or less verdant in front of the Center market at any more etry than a piece of ground set apart for business Purposes. Congress, in 1871, declared it to be | the site for a municipal building. From that| day to this it has remained comparatively unim- proved because the prospect of a great struc- ture was ever before the eyes of the intelligent public. It is not a public park and cannot be unless the same power which declared it tobe a building site shal reverse legisiation which, | shamefully and foolisaly, has been allowed to | acquire mold during a period of twenty-three years. ee ag by tablets or otherwise of the houses and places of great historic in- terest in this city and the preservation of note- Worthy houses at the national capital—made #0 by their having been occupied by some of the greatest men in American history—are acts | which should interest aud attract every patri- | otte citizen. Recently and under congressionai | charter there has been organized the Memorial Association of the District of Columbia, a body of representative Washingtonians, whose pieas- Bre it will be to contribute to the information of those who come here to feast upon historic places. This marking by tablets of notable | poimts and this preservation of historic strue- tures contribute much to the intercet taken by Visitors in cities of the old world, would have the same effect here, and would also serve the Bigher parpose of cultivating that historic spirit and that reverence for the memories of the founders and leaders of the republic apon Which an intelligent and abiding patriotism so largely depends see Major Moore may well be proud of the work done by his detective force in the capture of such a formidable aggregation of burglars as | were arreste? Still, we apprehend that, in so far a | the saiment of the fair sex is concerned, men’s and whatever the fate of the more compreben- sive and elaborate liquor legislation proposed | by the Senate and House committees reapect- | ively concerning the District, this stiffening ap- present statute, Then, if no better measure is passed at this session, the District will stit! have some reasonably effective law upon which to rely until the subject can be handled by the mext Congress, And the adoption of this suieus’ment coes not need and should have no tendcscy to interfere with the success of any of the more elaborate measures which, when enacted, whether at this session or in some subsequent Congress, will of course abrogate the existing law, including this penalty pro- vision. While this amendment should by all | means be adopted, it should not be treated by anyone as a permanent disposition of the vab- ject of liquor legislation for the District. Such liquor legislation as is now in the hands of the District committees should be pushed without reference to this enactment. There isno rea- | son why a clear, comprehensive and equitable | liquor bill should not become law before the fourth of March. The people of this commu- nity demand the passage of such a measure. ——__ France is beginning to show a good deal of | interest in the manner in which her rights con- | nected with the Suez canal are to be affected | by the English occupation of Egypt.
