All the amendments recommensed by the ap- Propriations committee (which have been printed im Tue Stam) except that providing for @ municipal building were agree? to. The question of the erection 0? s municipal build- ing on the reservation im frort of the Washing- ton market was discussed and then went over until today for action. With relation to the re- moval of garbage anamendment was adopted, on motioa of Mr. MeMillan, providing that the Commiaioners may in their discretion, in ease the safety and health of the Distriet ‘in their Judgment requires it, allow for the daily col- lection of garbage during the months of May, Jane, July, August and September of the year 1893 an adMitional sam not exceeding $1,000 er month during the time when such -ol- re mare to the satisfaction of the Com- missioners. and the «um of $5,000, or so much thereof as may be necessary, is hereby appro- priated for such purpose. THE GARBAGE QUESTION DISCUSSED. Before the adoption of this amendment Mr. Me Willan, in explanation of its purpose, said: The people of the District of Columbia are complaining very much in regard to the col- lection of garbage. As now arranged, during | the very hot mouth the garbage will be col- | lected about two or three times a week and it is not collected ae often as that in some cases. He said: “I think some appropriation ought to be made for this urpose, but I think, too, that the collection of Tie artage ought to be reduced to a system there should be more method in it. There was considerable discussion of the amendment providing for the erection of municipal building on the reservation north of the Washington market, between 7th and 9b r. If it iw net erected there it must be erected on | ground to be purchased by the Commissioners | of the District of Columbia. ‘This space was | originally leased to the market company a num- ber of years ago for a term of ninety-nine years. ‘The term of the lease was changed and the rent | reduced, with a view to the erection of a public building at thiespot. I have no wish about the matter myself. Of course, we cannot provide for plans aud specifications for a public build- | ing without knowing where the building is to be erected and the character of the ground | pou which it is to be placed. Mr. Gorman—I should like to ask the chair- man of the committee if the amendment would | not absolutely x the building at that point by | the provisions as to and specifications?
