Mr. Vi lard Satisfied With the Way Matters Are Developing. Henry Villard has réturned to New York | quite well satisfied with the way matters are de- veloping on the silver question in the House and he will be back here in a fewdays. The anti-silver men in the Honse are in better shape now, apparently, than they have been heretofore. Those who are trying to stop the purchase of silver have undoubtedly made some converts through the efforts of Mr. Cleve- land and his friends, and there is a possi- Dility that they may have a bare majority who will vote for the unconditional repeal of the silver purchase law. No request hns vet been made of the rules committee for a day for the consideration of the Andrews bill. Mr. Cleveland's idea is to have the track well oil to run the measure through both houses before | any further open move is made. Senator Hiscock, who is on the finance com- mittee of the Senate, «nid today tbat he felt quite sure that if the House should passa measure similar to that reported from the finance committee it would get through the | Senate, The ‘silver Senators are very determined in their declarations that no repeal of the law shall | go through the Senate. —— THE CIVIL SERVIC REFORM IN Representatives Martin and De Armond Ad- vocate Their Respective Bil The House civil service committee gave @ hearing today to Mr. Martin of Indiana and Mr. DeArmond of Missouri upon their bill« | relating to reform in the civil service. Mr. Martin's bill provides that employes of the government under the civil service shall serve four years, at the end of which period they may be reappointed for another four | years, but after that they are incligible for fur- | ther eervice. Mr. Martin contended favor of his bill that it would rid the govern- ment service of alot of barnaclex and make room for merit. It would be a distinctive advantage to the public eervice by providing at | short periods an mfusion of new blood. Mr. De Armond’s hill suspends for one 3 after each presidential inauguration all service regulations. This, he «aid, would have the effect of surrounding each administration with employes friendly to it. Mr. De Armond devoted his remarks mainly to a plea for a more equitable division of the patronage of office among the two parties, -o- " TRADE. NATIONAL BOARD OF A Plan of Reorganization Debated and Some Changes Adopted. The national board of trade, at its morning session today took up the question of reorguni- zation of the body in accordance with the plan of the Inte Col. Price of Serau- ton, It proposed to fix the num- ber of vice presidents at fourteen, in- stead of one from each constituent body, and to abolish the executive committee, transfer- ring its duties to the vice presidents who constitute the executive counc It was agreed finally to abolish the executive committee nd to elect | vice presidents as at present. This body as an executive council may appoint a sinall commit- tee to carry out its duties. The following resolution, proposed by the Seranton board of trade, was adopted. Resolved, that the board of trade approves dent to the diverse and multifarious systems of logislation as now existing in the several states. ‘On motions of Mr. Howe of Chicago the Propositions suggesting amendments to the interstate commerce law, recommended by the Cincinnati chamber of commerce. Chicago and New York boards of trade, and St, Louis merchant's exchange, were referred to a com- mittee consisting of one from each body pro- posing the change. ‘The same action was taken with regard to the regulation of immigration proposed by Boston Merchants’ Association. TO PROTECT TRADE MARKS. The proposition submitted by the New York board of trade, recommending the passage of the bills now pending in Congress to register and protect trade marks, was advocated by Mr. Waldo Smith of New York and Mr, Ballard of Louisville and adopted. A lengthy debate was expected upon the con- sideration of the resolutions proposed by the Milwaukee chamber of commerce and Phila- deiphia board of trade recommending the ze by Congress of the Torrey bankruptcy Ea; Uut’a telot written argument by Mr. Janney of Philadelphia was all that was neces- sary to secure the prompt and unanimous of the resolution. ‘The following additional propositions were acted upon before the board took a recess for june! Dr. Johnston left the house at 9 p.m. He said the condition of Mr. Blaine was unchanged. The physicians did not visit the house again during the night. “Mr. Blaine passed a very comfortable night indeed,” said the attendant at the door of bis residence at 8 o'clock thismorning.
