THE EV ENING STAR._ WASHIN GTON MONDAY... coo SOMES 16, 1993. cmossr 8. NOTES THE EVENING STAR bes a reavlar and permanest circulation in Washington three times larger than that of any ether paper in the city. Ae a local NEWS paper aed Ad- ‘Vertising Medium it bas ne competitgr. ————————— Unexpeeted opposition to some of the features ofa plan by which it was hoped to provide Washington with a free library was developed fm the Senate Friday afternoon, and yet throughout the entire discussion the establish- ment of such an aid to intelligence was viewed | most favorably. All, or nearly all, the Senators | who participated in the debate were evidently well disposed toward the measure, and when it | returns from the committee on the library, to | which it was referred, the chances are decidedly | bright for decisive action. The most serious | obstacle thrown in its way was placed there by Senator Allison, who declared that he would not, under any circumstances, vote for the lo- ation of the proposed library in the city post | office building which is now in course of erec- | tion. Some Senators might make suck a dectara- tiom as that without imperiling the progress of | @ dill, but the statesmen are few who will do| ‘ether ise than follow the leadings of the chair- man of the committee on appropriations. Sena- | tor Allison's proposition that the library should be in « building of ite own is astractive, | bat he knows that many years would elapse before Congress would listen without eneers and flouting impatience to an application for permission to erect such a structure. Will the Senator provide for the building he proposes in the District appropriation bill now before his committee? Or will he agree to a municipal Dailding for the District and give a corner in it to this library? Some place—any place—for the books is wanted, and if Mr. Allison be grudges the library a room in the city's eight- © building, little more than the hich will be used for local post office purposes, then he ought in fairness to suggest some er available place. Senator Morgan's suggestion to admit the gen- eral public to the Congressional Library upon the sume terms as Congressmen and to keep the library open until 9 or 10 o'clock every night and all day Sunday would, if adopted, meet the case in an extremely satisfactory manner. But this course has been in the past urged repeatedly in vain, and it is feared that the only effect of the suggestion in this connec- tion will be to damage the plan proposed by this bill of giving the public some access to the public's books after the popularization of tne Congressional Library had been abandoned as hopeless, Senator Morgan says that the people of this city should not be taxed to support and operate ‘library composed of books in the purchase of whieh they have had no voice. But Washington has become accustomed to this treatment. The | government which witkoat consulting the city buried at total lone million dollars of the money of citizens ina hole in the ground on the pretext of incrensing the water supply can hardly feel conscientious scruples about im- poring © few hundred dollars of cost upon these same unconsulted citizens when the ex- penditure means the gain by them of the ines- timable blessings of eaxy and timely access to neh of the republic's literary treasures, Of course no one ean prophecy with any de- gree of assurance as to the fate of the bill, but with eo many friends the chances ure against ite expiring in committee. Senator McMillan and Senator Wolcott are both deeply interested in seeing that Washington has such a library ae it ought to posses. If they will apply their energy success in one form or another would seem to be reasonably certain. see “About 180 miners are organized at Bluff City to prospect in the 4 jo reservation.”” Just two lines of information hidden away in the long story of a day's doings the world over, ‘and yet how full of meaning and fraught with danger! In his re-| cently iseued annual report the commissioner of | Indian affairs says: “The relations between the Navajo Indians of New Mexico and Arizona and | their white neighbors have been much strained | for some time.” In view of the painful expe-| riences undergone in times past by those unfor- tunates who have, sarcastically or otherwise. | been termed wards of the nation, it would not be surprising if this prospecting party met with forcible resistance and perhaps | With annihilation. That would speedily be re- | ported to the world asa horrible masacre of | Penceable white men, and following that it would be in order for a large body engnge in hostilities with the Indians “who have not only done no wrong. but who would | be justified in ejecting from their lands any and every intruder. Of course there could be | Dat one conclusion to such strife and when the end was reached the gold hunters and land grabbers would march to take possession over the dead bodies of soldiers and redmen. That would merely be repeating an oft-recited chapter of frontier history; crafty in concep- tion. heartless in its executi an indelible stain upon the country’s reputation. Before the day of railroads, the telegraph and wide- awake newspapers, outrages upon the Indians were easily concealed, but it cannot be that such crimes will be winked at by this genera tion. Let the government protect the Nava- Joes in their proprietary rights and there will be no trouble. — +2. In spite of the most strenuous opposition | Washington has, by decision of the United | States Supreme Court, come into possession of every foot of land which the Kock Creek Park appropriation could purchase. The struggle has been tedious, but it did not seriously delay the program contemplated by the act of Con- grem. It will now be in order to proceed with such improvements as are necessary to make the park something of which the city and the country may be proud. —————— Sympathetically, and with a degree of warmth that would be indicated on the thermometer were the mercury about two feet further up the tube, Washington welcomes the good peo- ple who today assemble here to make another | struggle for the right to cast ballots in their | own names and for their own candidates.
