One of those things that the evenly poised buman mind fails to fully comprebend is the ‘attitude organized labor has taken in opposition to the militia system. One more great union— that of the bricklayers and masons—hae placed itself on record as being averse to the uni- formed backbone of law and good order. That this action is due as much to ignorance as to prejudice is evidentin the resolutions which were adopted in Baltimore on Tuesday and which state that “the militia was organized solely as a means of defense against foreign invasion, but 4 being used for other purposes.” Any school boy knows that the Constitution of the United States empowers Congress “to provide for calling forth the militia to execute the laws of the Union, suppress insurrections and repel invasions.” Consequent upon the adoption of these resolutions and others of sim- ilar import come many communicationsin which the National Guard is referred toas “the bireling of monopoly,” “the poor man's oppressor,” “the bloodthirsty tools of capital,” and other titles equally false and unjust. The National Guard is simply « reserve police force that can- not be called into service until the civil author- ities are satisfied that they are powerless to preserve the peace. The National Guard may not and does not move until the same powers that control the night stick and the revolver issue the order. Cap- italists might wear out throats and lungs in an endeavor to secure military co-operation and yet would fail if the civil rulers saw fit to deny them the protection for which they were elamoring. The organization is absolutely im- partial and free from prejudice. If # horde of ‘excited capitalists banded themselves together to destroy the property of workingmen and other preventatives failed the national Guard would cheerfully and promptly do as much in bebalf of the laborer as it would do in Debalf of the capitalist should conditions be reversed. If troops have been used—as they have recently in several states—they were not in the field, primarily, in the interest of capi- tal There was rioting and all manner of illegal conduct, lives were sacrificed and the nation was disgraced. To put an end to such condi- tions there was ample justification for military interference. The law-abiding workman has no grievance against the National Guardor against any other of the constitutionally provided methods of public ‘The growler who does not continually growl ‘and whose remonstrance is therefore entitled toadey in court is once more beginning to | wonder why European telephone service is so | much cheaper and so very much more | satisfactory than it is im the United States | generally and the District of Colum- bia in particular. The agitation in favor of improved instruments and decreased cost promises to take deep root in more than a few American cities, encouraged doubtless, by the success which attended the efforts put forth | im Baltimore, The last Maryland legislature fixed telephone rental at $6.50 per month for single instruments and $5.50 per month eac! where one individual or firm used two or wore instruments This law was fought by the telephone company but after & period of strife, as acrimonious in some of ite features as it was stubborn, the company decided to bow to the decree. Now the Phila- delphia Trades’ League is girding up its loins for another charge, which has for its object the reduction of the telephone tolls. If it cannot succeed in any other way it will doas the Marylanders did—appeal to the state legislature. Washington alone seems to be comparatively helpless.
