These bills are four in number. One of them, the Hunton bill, is designed sim- ply to give effect to the present inoperative law. Allof the bills proposed require on the first application for « license for a saloon the written consent of a majority of property own- | ere and residents on the square. The present and the McMillan bill require this consent to be obtained every year before the license can | be renewed. ‘The Campbell and Meredith bills relieve the ealoonkeeper of the necessity of s0- curing these signatures, when renewing his license, unless « majority of the property own- ers and residents unite in a protest agninst the saloon. The present law and all the pend- ing bills except the Campbell bill give to the Commissioners the power to grant licenses and charge the attorney of the District with the prosecution of liquor cases. ‘The Campbeil bill creates an excise board, com- posed of the chief of police, the assessor and the collector, which board shail grant licenses, and places the prosecution for violations of the law im the hands of the United States attorney for the District. It differs from the other bilis also tm limiting the number of licenses to be tasned im one year to 500 and in making the licenses irrevocable except upon conviction in court. The present law fixes the fee for bar room lit censes at $100, the McMillan bill at $500, the Campbell bill at $250, and the Mereditb bili at $150.
