Principal among the ob- structions which are alleged to be in the way of this extension of the business rules under which the clerical and mechanical employes should be ngaged and protected is that which is interposed by those who say that such action would bring the party of edministration into conflict with organized Iabor. That bugaboo may frighten the thoughtless, but it is without effect upon those who are mentally able to see more than im which to reach a desirable end. Even supposing that an agreement between the party which the President represents and the labor organizations was not pos sible on this matter there is nothing to Prevent such an extension as took place in the Durena of engraving and printing. There the plate printers were exempted, but the regula- tions applied to all other employes. Now, in the government printing office more than one-half of those on the pay rolls are in no sense con- nected with either the typographical, bookbind- eev of presemen's unions.
