Mr. Herbert's motion was agreed to—yees, 110; nays, 86. So the bill was Mr. Outhwaite (Obio), under instructions from the committee on military affairs, called up the bill extending for three years from June 8, 1892, the provisions of the act to provide for the muster and pay of certain officers and en- listed men in the volunteer forces, ‘MR. KILGORE'S POIXT OF ORDER. Mr. Kilgore (Texas) made a point of order against the bill,and quoted the rule, which provides that business unfinished at the end of ‘one gession shall be resumed after the sixth day of the subsequent session of that Congress. ‘Mr. Outhwaite suggested that if there was any force in the point the House would not be able to transact any business until six days had ela r. Burrows (Mich.) remarked that the whole difficulty arose from the failure of this Congress to adopt the rules of the last Congress. The Speaker said that he could find no decision of any kind of his predecessors bearing on the question. By implication the rule pro- vided that business unfiniabed at the close of one session of a Congress could not be consid- ered during the first «ix days of a subsequent session. So the chair would sustain the point of order. Mr. Boutelle (Me.)—Then the House can do nothing but adjeurn from day to day. The Speaker—The committee on rules will try ‘to correct the matter tomorrow morning.
