4 oo = _THE EVENING STAR. HINGTON. NOYES ‘THE EVENING STAR bas a regular and permancet circulation in Washington three times larger than that of any other paper in the city. As a lecal NEWS paper and Ad- YVertising Mediam it has no competitor. ————— Today the Senate and House of Representa- tives of the United States met, in Congress as- sembled, and today there was another revival of that legislative hope which springs eternal in ‘the District breast; the hope that hibernates from the close of one session to the opening of enother. Some communities complain because they are governed overmuch, but in Washing- ‘ton there is imperative demand for more legis- lation; modern legislation; legislation that can withstand the assaults of lawbreakers and com- pel obedience in spite of rubber-vertebraed public officers, whose duty it is to prosecute, Dut who are sometimes controlled by other in- terests than those they have sworn to defend. ‘The prime necessity here at this time is a law regulating the sale of intoxicating liquors—a earefally framed measure. The inefficacy of the present regulations is breed- fng contempt for law and inculeating in youthfal minds a dangerous carelessness as to the requirements of good citizenship. The spirit of our present law may be plain to all, Dut there is pressing need for a statute in which the letter is comprehensively precise. Bech s bill or tue foundation of such a bill is mow on the Senate calendar and may be called ‘wp any day. A measure requiring licenses for the sale of liquor and providing penalties, which was hastily proposed at last session in order that the District might not be entirely without law on the subject, was passed by the Senate and is pending in the House. If the more comprehensive measure fails, it will be absolutely necessary to pass some makeshift of this sort. Next in importance is the steam railroad question, which should be settled im- mediately. Both the Pennsylvania and Balti- more and Ohio authorities have declared their readiness to reform and seem only to be await- ing congressional consent. Amendments to ; their projects will certainly be necessary, andin order that there may be ample time for discussion Doth plans should receive the earliest possible attention. Perhaps there may be slackness on the part of one or both companies, but this should not be allowed to retard such congres- sional action as will relieve the city of grade- crossings. The slaughter of the innocents still gees on, and it will continue until our legisla- ture interferes. And while railroad matters are being discussed Congress should grant the Norfolk and Western Company permission to enter the District under proper restrictions and safeguards. Further delay is inexeusable and dors the material interests of Washington more than a little harm. Another important legislative proposition is the one that provides for the establishment of a free public and departmental library and read- ing room. No sound argument can be advanced on the negntivg side. The government is not called upon to expend any money, while the benefits to be derived from snch an institution are berond valuation. In this great city, the capital of the nati tens of thousands of in- telligent people are without the opportunities of self-improvement common in every wide- wake village throughout civilization. Sucha beneficial, non-appropriatire measure as the one now in committee ought speedily to become law. A large cash investment in the extension of the streets and avenues of the city would be simply businesslike. That the thoroughfares ‘must soon be lengthened is evilent and that the government must do the work is incontroverti- Ble. Procrastination in such an affair is ex- ‘tremely expensive, for every week of delay means an increase in the value of property ‘which will have to be parchased before exten- mon is possible. ‘Then it would be well to pay more than pass- ing attention to one of the measures which have for their object the relief of unreasonably crowded dockets in our local courts. Great in- Justice is frequently wrought and the terror of the law dissipated by delays which under the Present system are unavoidable. Other bills there are. of minor importance yet in their way valuable. To these reference need not now be made. Washington will be ‘well satisfied if the measvres named receive the attention they deserve and are disposed of as they ought to be. +e. Evidence of the rapid development of the eity is given annually by the official report made by the District Commissioners of the eperations and needs of the local government. ‘The report submitted to the President today and printed in Tux Srax is noexception to the vule. The need for the extension of various branches of the public service to the new por- tions of Washington, the necessity, becoming yearly more patent. for the arching of Rock ereek within the city limits, the demand for legislation providing for the extension of streets and avenue in a suitable manner, and other wants of the crowing city are clearly set forth. Many recommendations of last year are Tenewed. Some of them have become more Urgent by reason of the lapse of time. ‘The Commissioners take some pride in the fact that the accounts show that they have kept the expenditures #20.000 within the revenues on account of the general fund. The Teport gives briefly very satisfactory summaries of opera- tions of every branch of the District govern- ment. Especial stress is Iail upon the unusual state of affairs relaging to the liquor trafie, and ‘a0 appeal is made to Congress to enact ai once some law calculated to improve the situation, ‘The Commissioners lend the weight of their fmfuence to the enactment of a high license Jaw, believing that the experience of localities where such laws bave been in operation shows that they tend greatly to the promotion of peace, morality and happiness in acommunity,as ‘well as to the production of revenue. Undoubt- e*ly the present disgraceful and disgusting condi- ‘tion of the law here cries out loudly for some re- form in the way of sensible legisintion. The Commissioners also point out the need of some @efinite enactment in order to secure the re- moval of overhead wires and again strongly advoete the erection of a municipal building. Altogether the report presents an admirable summary of the year's work, and makesmany suggestions which itis hoped Congress will heed. es Baltimore wants both the Pennsylvania and Baltimore and Ohio railroads to operate four teacks between its own depots and the national expital.
