My charge is simply this: That upon a groundless charge (the warrant being in the hands of the otficer before 4 o'clock p.m., was not served, but held), and, in connivance with the person making the charge, the officers lent themselves to dragging a sick man out of his bed and locking Sains up in the station house at the unusual hour of 1:80 o'cloek in the morning, thereby violating | every instinct of common humanity and de- cency, doing that which it {* for the personal interest of every citizen of Washington to help ‘stamp ont; for freedom from these indignities ‘is one of the dearest rights of an American citi- zen, and as we all suppore, marks the difference between the despotism of Russia and the cap- ital of this free country.
