So confident of his support were the Pennsylvania road # authorities that they even went beyond the limitsof a very broad permit and elevated the tracks on the Long bridge canseway to such a height and on such a solid foundation that a freshet can hardly fail to be more disastrous than any of its predecessors. In direet violation of law and only for the pur- pove of rendering more stable that serious ob- struction to navigation—the Long bridge— the railroad engineers have caused hundreds of tons of stone to be dumped around the piers, and now the increased tidal cleve- tion thus caused, is to be met by an embankment which will add several inches to the muddy water that may be looked for on Pennsylvania avenue next spring. The law gives the Secretary of War unrestricted power as to the removal of the obstacles to navigation and all trespassers on improvements made under authority of river and harbor legisla tion, but the Supreme Court of the United States has declared that nothing lees than an act of Congress is legally potent to authorize the laying of even a rail- road track on sach property in the city of Washington. Fully awake to the dangers which beset the government from trespassers the War Depart- ment bas proceeded against a few merchants who have set up establisuments on the edge of the reclaimed Potomac fints—establishments which threaten no public peril—and at the same time the department grants permission to the Pennsylvania Hailrosd Company to erect and intain a barricade which may add a million dollars to thedamages ordinarily resultant from such floods as have devastated portions of this city in years past.
