THE MATTER REPORTED TO THE STATE DEPART- MENT BY THE U. 8. CONSUL aT VICTORIA—THE OFFICER TO BE BROUGHT TO TASK BY HIS SUPERIORS, Officials of the State Department are said to be in a state of mind because a staff officer of the navy has recently given utterance to anti- American sentiments about the Bering sea con- troversy. ‘The offender is Mr. John Clyde Sullivan, pay- master, who went to Bering sea in the Mohican. Recently, in Seattle, Washington, he is alleged to have used in an interview in the Seattle Post- Intelligencer the following words: “We haven't the shadow of a right to declare Bering sea a closed sea, and we will be knocked out entirely by the international commission, I bave read everything I could get my hands on upon the subject, and am something of a la-ryer as well as a sailor, and I believe Blaine’s contention is all wrong, and the United States will have to y doubie for the work we have been doing in ring sea.” DOMINION JOURNALS PLEASED. This statement was immediately taken up by the dominion papers and quoted with gusto. The Victoria (B. ©.) Colonist reproduced the statement and commented upon it as follows: “Lieut. Sullivan, being @ thoughtful and well- informed American citizen, can see that if the coast, and, indeed, everywhere else, must’ be unsound, for they are in direct opposition, Americans claim the right to tcaverse the high seas in every of the world, no matter who may own coast.’ And when their right, limited by their own treaties, is questioned ‘they bluster and threaten. It is ridiculous to sup- pose that Bering sea is an exception to every otber sea in the known an attempt were made to treat icans in the Mediterranean, in bay, in the Gulf of St.’ Lawrence, in any other large body of water, not [~ land-locked, as the Americans treat in that part of the Pacific ocean which has been arbitrarily named Bering sea, there would be a tremendous row and the Americans would be perfectly justified in kicking it uj all in their bearte that | of excessive taxation, extortion bs | privileges of the AVILLAGE MASSACRED Tomochnie, Mexico, Exterminated by The Troops. Soldiers left Chihuahua two weeks ago an formed a janction with others from Pinos Altos and Guerrero to the number of 1.200 and last Monday an attack was mage on all sides. The ‘omochniens, who only numbered thirty: eight, with their families took in the church and awaited the atteck that took place at about 10 o'clock.
