It is stated that in some other cities where cable cars are used this protection is obtained by placing a light Dut strong lattice work inside the foot-board and under the outer edge of the body of the car, or by building the cars much lower, with | the floor nearer to the ground than is the case | with the Washington cars. It seems clear that | the guard on the cars now in use here does not wufice to throw off a foot or « hand, and, lack- fing in size, it also appears not to be stiff enongh to prevent it from being raised up or twisted to one side, permitting just | such accidents as that which occurred thig morning on Capitol Hill.
