A Horrible Condition of Things Found Within the District Limits. ' Recently complaints have been made to the health officer that garbage was being dumped | ashore by Garbage Contractor Clark just below | | Shepherd's Point, nearly opposite Aleandria, im sach quantities as to poison the air and en- danger the lives of those residing in that neigh- borhood and of those employed by the Balti more and Obio railroad at Shepherd's Point. | The complaints alleged that Contractor Clark | would rum his gazbage-Inden boats ashore and there they would remain until unlonded by the | | person to whom they were consigned and their | filthy contents carted ashore and «pred upon the land, later to be plowed in. In answer to these complaints Health Office Hammett yesterday directed Sanitary Inspect T. M. Shepherd and Dr. C. W. Birdsall of his office to proceed to Shepherd's Point and in- vestigate the matter. At the invitatior of the health officer a reporter of ‘TE STAR accom- nied his officers, and, boarding the police oat Joo Blackburn, the party steamed to Shep- herd’s Point. On the way down a sunken scow fully loaded with garbage was noticed lying fost above the United States naval magazine. The wind and waves had removed some of the disgusting mass, but the great bulk of it lay almost in the very path of passing steamers, offending alike the eyes and nostrils of their passengers. THE STENCH ALMOST UNBRARABLE. Arriving at Shepherd's Point, Station Master Hurley of the Baltimore and Obio railroad was seen and he kindly hitched up a team and drove the purty first along theriver shore to the truck furm of a Mr. Sweeney. Mr. Sweeney, it was suid, bad during the past two weeks received eight or ten scow loads of garbage from Mr. | Clark, and after spreading it upon bis ground had ploughed it in. No fresh garbage wax seen, but the odor from that already ploughed in was far from asant. DUKEHART, ‘The Oldest Conductor on the Baltimore and Ohio Rallroad. Capt. John Peck Dukehart, the well-known Baltimore and Ohio railroad conductor, who was injured bya cable car about two weeks ago, died last night at the hospita' to which he was taken when injured. His death was not at- tributed to his injury, but to heart failure. His right foot had been amputated, but he had ap- parently recovered and was preparing to leave for his home in Baltimore today. Soon after | supper last evening he complained of feeling He fell back upon his pillow, and before the nurse who was attending him could bring | the physician in charge to his assistance he | died. Hix wife and daughter were summoned | from Baltimore by a telegram informing them that Capt. Dukebart was worse. They reached | the hospital about 8 o'clock to find that the | mesenge had been intended to prepare them | for adder news and that the captain was dead when they received it. The two ladies re- mained at the hospital for a time and then re- turned to Baltimore. Conductor Thomas J. Henrix of the Baltimore and Ohio, one of Capt. Dukehart’s friends, took charge of the funeral arrangements and had the body removed to Baltimore today. Capt. Dukehart, who was a native of Baltimore, was nearly seventy years of age and was one of the oldest and most trusted conductors on the Baltimore and Ohio. He had been in the service of the railroad forty years. He wasa member of the Mason , the Odd Fellows and the Railway Conductors’ As- sociation.
