Commenting im a hostile vein upon the national interest in ‘the development of the capital of today, Wash- fugton’s critic rhetorically inquires: ‘Does the German government pay half the taxes of the ity of Berlin? Does the French government pay half the taxes of the city of Paris?” For the enlightenment of this intelligent and patri- otic American it may be stated that the na- tional government does pay taxes upon its property in Berlin, and if it does not pay one- half that is merely because it does not own one- half of the total property. It may also be ‘truthfully stated that if snnibilation should happen to that portion of the street improve ‘ment and adornment of Paris which to the ex- tent of millions of dollars has been paid for from the purse of France as distinguished from the exclusive purse of Paris the beautiful French capital would be largely deprived of its attractiveness, Those European capitals of today which are making the notable advances in beauty are developed in every instance by the uation and residents in conjunction. There is as much national pride in the American of 1892 as in the ¢itizen of any European power. There is no European nation, not even Russia, which has been so completely the owner, so exclusively the ruler, so distinctively the acknowledged crea- tor and pledge-bound guardiau of its capital, as the American republic. It founded the capi- tal, planning a magnificent city in fields and pastures. It acquired by'gift five-sevenths of ‘the soil of the nation’s city. It reserved to itself in the Constitution exclusive power of legislation in this city. Ine dozen ways it in- @icated an intention to develop the city which Mt bad planned, and upon the plan of which it sold lots. For three-fourths of a century the nation’s city wasa national disgrace, an object of ridicule and contempt to foreigners, s hu- miliation to every American. It is now, through ‘aroused national pride and patriotism, a capital ‘which all Americans may view with satisfaction, and subject without mortification to the inspec- tion of strangera. No one who knows the his- tory of the nation and the nation’s city and who has a spark of the patriotic national sentiment about him would wish it to be otherwise. —— +02 ——_ The difficulty of excluding the cholera is much greater in some respects here than in England, because of the greater extent of terri- tory and smalier means at command of govern- ment. On the other hend the distance from the seats of infection is in our favor. First of all in the line of prevention, the cities and large towns wust be cleansed, and by this is meant Rot ouly that the garbage should be collected end carried off, but that the streets and alleys ehould be kept in good condition, the purity of the water supply looked after very carefully and the health of the community safeguarded 4m all other respects.
