As a lecal NEWS paper and Ad- vertising Medium it bas so competiter. — ‘The tone of some of the utterances of the bealth officers both in American and foreign seaports concerning the absence | of danger from cholera is too cock-sure for the occasion. While no good ever results from causing the public to be panic-stricken it fe always well in cholera epidemics such as the present, where the pestilence has certainly spread by fataous efforts to deny its existence, to deal eandidly with the public and thereby enable efties not yet infected to guard against the dan- geras well as to guard aguinst its «pread in those places already stricken. The conduct of the Hamburg officials in concealing facts which would have put the people on the watch and perhaps stamped out the disease in « short while is very reprebensible, if published state- ments are correct. The newspapers, as usual even in monarchical Germany, soon learned the truth, however, snd published the facts, al- though not so soon as they were known to the suthorities. If the first cases had been frankly ‘admitted and open steps taken for the restraint of the disease no doubt hundreds of lives would have been saved. There is a mistaken idea in the minds of some ruling people that an epi- demic can be parried by resolute denials and the private efforts of s few physicians at hos- pital. The result is nearly always that the epidemic breaks out where it is least expected, and, not being watched, soon gets beyond con- trol — ++ __ ‘The English are very fond of showing us how our system of government would work more smoothly if we would assimilate it to theirs. Americans have, without admitting the full force of transatlantic objection, a chance to retort that the English might learn something from us in sundry matters. Thus, the absurd ‘custom of sending a new minister back to his constituents a few weeks after his election is both costly and unnecessary. It is positively unjust to the minister, who may have had some difSculty in securing his scat the first time. On the second round, if his enemies are active and his friends take things for granted, be is sub- Jected to the humiliation of defeat and the necessity to accept the place made vacant for him elsewhere by some obscure member of the | party. Mr. Morley's election in Newcastle is a case in point. Having opposed the eight-hour law, this able statesman, Mr. Gladstone's tight- hand man in the home rule contest, has given offense to the labor organizations and they have pnt up a candidate in opposition. He barely succeeded in the general election some weeks ago, and he has had all be and his party could do to pull through in the second poll. | That poll might well be dispensed with under a system which organizes the new government immediately after a gene ral election. ———_ += —__ ‘The Columbus celebration at Genoa suggests a train of reflections very honorable to that ancient city, the remnant of one of the most vigorous of the Italian republics of the middle ‘ages and of a population remarkable for its cour- age and enterprise in ancient times.
