The ex- pressed purpose of the treaty of Washington, article 27, is “to secure to the citizens of the United States the use of the Welland, St. Law- tence and other canals in the dominion on terms of equality with the inhabitants of the dominion.” In return the treaty assures to Canada the use of canals on this side the line “connected with the navigation of the lakes or rivers traversed by or contiguous to the boundary.” This is all as plain as a pikestaff. But in the face of these provisions the Cana- dian government grants a rebate of 18 cents a ton from the established tolls of 20centsa ton on the Weiland canal, between Lakes Erie and Ontario, to grain-earrying vessels to Montreal of Canadian ports east of Montreal for export andallows no rebate to vessels taking similar @argoes to our ports on Lake Ontario and the 8t Lawrence.
