The system which enrolls enly-e few skeleton regiments and cannot have even those ready for an emergency 4s very lacking in the essential elements of a “citizen soldiery," as Americans are so fond of dubbing their militia, At present it is not necessary to stop to consider whether # more national organization, placing the militia rectly under the War Department—for drill least and in other respects, so far as the Con- stitation permits, to alter the system—would be an improvement. The olf idea of the fathers would answer if Congress would only appropriate sufficient money to perfect the organization. An increase was given two years ago extending the sum annual} appropriated since the First Congress from two hundred to four hundred thousand dollars. But this is very far short of the public necessity for the service. It has been estimated by per- sons interested in military affairsand compefént to form opinions that one million dollars is re- quired. Now, if $400,000 will equip and ‘maintain that number, 81,000,000 will far more | efficiently provide for the increased number. Itis nota matter of dollars and cents, but of security, of law and order, posmbly, in the last resort of our continued existence as a free and enlightened commonwealth. In Tennessee and some other states the lack of eficiency in the militia prevents the state under the law from obtaining as large a quota | as it would otherwise have. Here the blame | rests on the state primarily, although a better | system would obviate the difficulty. The Dis-| trict of Colambia, Massachusetts, New York, | Pennsylvania, Illinois, lowa, Nebraska and California are among the best organizations of militia.
