The promptness of the governor in responding to the local authorities with the full force of the metropolitan state. together with the ability displayed by the rail- road managers in handling their own side of the argument,took much of the life out of the strik- ers’ cause. The remarkable and highly credit- able display of military force on the occasion speaks loudly in contrast with the somewhat similar affair in Tennessee, showing the great advantage of organization and the broad differ- ence between the two commnnities in industrial conditions. In Tennessee there is a quickened | energy and as ret inadequate means for its legal | protection, while in New York there is an old Industrial life to which the people are accns- tomed, and on the part of a large majority of | citizens and residents a deep-seated sense of personal and public responsibility. The situa- tion called for prompt action and both the civil and military authorities were equal to the re- quirements. Before the American people today as respects ‘these repeated collisions between malcontents and the iaw of the land there is but one ques- tion—the law mnst be upheld. The law in the | Tnited States emanstes from the people, it is ‘the concrete will of the people; more than that, it is the salvation of all that the people hold ear. He who, alone or in combination with others, lifts his arm agninst the law of a free people is # traitor to them, an ingrate and an eutlaw. He would, by asserting his own un- Dridled passions, throw down and trample ‘under foot all the safagaards of public order and | Private right. Much of the violence enacted in | ‘Tecent scenes has been due to ignorance, fanned | Dy prejadice, and hss not been on the part of | the mase of well-to-do and intelligent workmen, premeditated. But all are responsible for the excesses to which some have gone, and all will | De held sinaily accountable who continue in ill- doing. And, again, the system of opposition to the | orderly course of business is necestarily in| ‘opposition to the law which is created to main- | tain order in the community and the rights of | citizens. The whole assumption that labor has | rights paramount to law is ricious and destruc- tive of government. It must not be conceded for an instant Any movement intended to secure a good | broad roadway between this city and Baltimore Would be likely to meet with approval, for the need for such a highway is great. Still the ad-| ‘vantages to be gained from the construction of | the proposed boulevard would be dearly pur- chased if the price is to be the revival and per- | Petuation of the toll system. If s road could | not be obtained in any other way, acquiescence in the re-establishment of such an annoying | system of taxation might possibly be justified | asa matter of necessity. But now while plans are being made and be- fore it is too late, it might be well for those in- ‘terested in the matter to consider whether there | denot @ practicable way of securing a good | road which will have no toll gates and be free | toall travel. The privilege conferred by the ‘Maryland legislature snd by Congress upon the turnpike company of constructing and main- taining a railway along the line of the road is go valuable that it would not be unreasonable ‘to require the company in return to maintain the carriage road free of cost to the public. ‘The experience of other communities where “the movement for good roads has made head- ‘way has been that the benefits to the farmers ‘Gnd land owners have been far in excess of the cost of constructing and maintaining roads. If ‘the farmers and property owners along the line ‘of the Baltimore turnpike would unite they might obtaina roadat comparatively sm cost to indi- ‘Viduale and the result would be most profitable to ‘them.
