In times past the police department has met these emergencies by employing some of the best detective talent in the country to serve until the crowd had departed. These men knew ail the professional thieves and con fidence operators on this continent and by their ce scared away thousands of the light fingered of both sexes. According to the new law no expert private detectives ean be em- ployed, so the actively dishucest may rejoice. Of course, the police force wil! do all it ean to pro- tect the public pocket book, but there will be no, tears shed in Washington if a few selected Con- gresemen should happen to be “touched” while the Grand Arms is here or during the inaugu- ral ceremonies next March. Great is the con- gressional boycott and helpless is the District of Columbia! —— Attorney Dumont, in order to obviate the ruling in the Naa case, frames his informations, as already winted in Tux Stan. s0 a8 to show that the defendant engaged in retailing liquor “before paying the license tax;” further, that he is limble to the District for the license tax and to pay a fine or penalty for having failed to pay the license tax before engaging in busi- ness, &c. The public may well indulge the hope that his action will stand the test finally which it has stood so far, in securing a number of convictions and the submission of other hood will find evidence for the police to act on, may induce the giving of evidence on which prosecution can be made successful. The trouble, it is well known, is in obtaining cred- ‘iblewridence in these cases. The public in all these cases, both of sale without license and sale within the one-mile limit, is concerned to have the violations of law stopped as soon as pos sible.
