4 THE EVENING STAR. WASHINGTON. ‘THE EVENING STAR bas a regular and permasent circulation in Washington three times larger than that of any other paper in theettv. As a lecal NEWS paper and Ad- vertising Medium it has ne competitor. Hero-worship, when the worshipers have = real hero before whom to bow down, is and probably ought to be one of the most popular and to the peace by force. A more delicate situation could hardly be imagined. Men who had com- mitted murder and who were ready to repeat their crimes heard the exultant shouts of this soldier whose oath of allegiance was but = string of empty words; discontented comrades, who favored a policy of non-interference and unlawful bloodshed, listened with satisfaction to his seditious utterance. Accused of his mis- Debarior, Iams pleaded guilty. Implored to retract, he steadfastly declined. Then he was punished. That the punishment was barbar- ous is evident, but that has no bearing upon the offense. “Misbebavior before the enemy” is punishable with death, and if ever there was a.case to which that accusation could properly be applied it is the one in which Iams figures 80 conspicuously and disgracefully. Neither | criminal nor civil action against the officers who = sy able fact that Private Iams was guilty of « most heinous offence. The retribution may have Deen irregular and to an extent improper, but it was lees severe than the cirenmstances justi- | fied. If the American people must worship men let them select others than such as Iams— 2 self-confessed violator of a solemn obligation, 8 friend to assassination and a foe to the well- being of the republic. —.-2-o——_—__ The garbage question is an engrossing one, ‘except possibly where it ought to be—in the health office. At least, while the complaints show a steady increase from day to day THE | Bran reporter bas been denied access to the complaint book for the first time in the his- tors of the office Tux Stam well knows the @ifficulties in the way of the department and | has therefore been reasonable in its criticisms. | All the fault does not and has not rested with the health officer and his assistants. If Con- gress paid more attention to the local affairs of ‘the District, which are devolved upon it as the legislature of the national capital, there would probably be few complaints of an inadequate garbage service. But even with the insufficient means at the command of the office there ought | tobeamore thorough and more speedy re-| moval of accumulations that are both malodor- | ous and unwholesome, especially at this season. | Anyway, the health force had better at once | abandon the silly idea that they can hide the inefficiency of their work by refusing the re- Porters access to the complaint books. ——— ee Each party expects to get the larger part of the alhance rote in Minnesota, the alliance ticket | having been withdrawn in that state. The at- tempt of the democrats to fuse with the alli- ance or third party in Kansas was nominally successful. But there are not wanting signs that a considerable number of democrats will ¢ither abstain from voting or will vote for the republican ticket. In Michigan the “people's” party decided not to fuse and placed a straight ticket inthe field. Colorado has a ticket com- posed of people's party and silver league men. All this shows that while the subject of fusion 4s not yet ciosed, so fur as the northwestern states are concerned the project: d “populist”- democratic alliance is yet in a nebulous condi- tion, with the later tendencies adverse to fusion. This tendency also characterizes the general ‘movement in the south for a combination in more or less distinet shape between the repub- licans and the people's party. The chances are ‘that no fusion will take place on the electoral tieket anywhere in thatsection, and the appear- ances are now against fusion on the state ticket. In all probability the battle is going to be chiefly Between the two old parties, with the third | party playing » subordinate part in the general Fesult. And yet, as regards the elections, there is small doubt of the influence of the new organization in many districts of the south, Kansas and the northwest. ———— <r ta cetecaaa titer anise tis Seeetacraceieecrsn nee nie enn tenn ckn The purchase of nearly 30,000 worth of Property in Alexandria by Washington capital | 4s a significant step in the development of the interests of both cities Washington itself is not a manufacturing city, while Alexandria has been found an entirely suitable spot for such Purposes. It is not at all improbuble that these | phia.
