THE EVENING STAR has « regular and permanent circulation iu Washington three that of any ether paperia local NEWS paper and Ad- The leader of the Irish nationalists, Mr. Jus- tin McCarthy, in an interview published in the New York World, seems to settle, once for all, what the course of the new liberal government will be. It fs» now admitted by beth the exe- mies and the friends of Mr. Gladstone that it is impossible for any other measure or measures to take precedence of home rulo for Ireland. As Mr. McCarthy, who is a cool, studious, level- headed man, states in the interview, itis as cer- tain as any event in the future can be. Irieh and liberals alike are interested in the result, and the home rule measure will be the first in- troduced, and nothing will be allowed to stand fn ite way. Other contemplated reforms will be introduced and go through according to = defined procedure which allows home rulo to lead, and the reg!stry, the ono-man-one-vote or other contemplated bilis to be acted on tn the stages between the various readings. After the Passage in the Commons, the home rule bill will be rejected by the lords, and as, ac- tording to English law, it cannot be reintro- need the same session, parliament will be prorogued and » new session enlled ina short time. Passed again in the commons it will be sent once more to the lords, who, Mr. MeCar- thy thinks, will then pass it. If it should not, new peers would be created who would swamp the tory majority. But it seems more prob- able that this will not be necessary. England is governed by publfe opinion, often without a direct expression of it, on a given question. Among the features of interest in the program are the repeal of the coercion act and the es tablishment of an Irish parliament, which latter ie not likely to be achieved under three years. This is a complete statement of the new govern- ment's policy in outline, and is entitled to credit on account of Mr. McCarthy's relations to Mr. Gladstone and his own party's control of the situation. a The failure of the bill amending the license laws of the District to pass the House this ses- sion would work untold evil to the city. This bill has passed the Senate and should pass the House by unanimous consent. A strong liquor lobby has been working at the Capitol this ses sion and lately bas confined its endeavors to Prevent cousideration of this measure in the House. It is claimed that the lobby has secured enough members to prevent the bill being taken up. Mt Heard and the other members of the District committee should, however, not be de- terred by any such rumors from an energetic effort to pass the measure. Let the stigma of inaugurating a reign of free saloons in the} District rest where it belongs. Without an effort to obtain action on the question, the en- tire House of Representatives mast labor under the imputation of favoring unlimited liquor license. —— Ttis not usual for a ctrtlized people to witness ite government's partial paralrsis even foraday. Had it not been for these Grand Army men there would have been uo government service that would require the vast army of employes that is each year growing larger in this city.
