4 THE EVENIN WASHING THE EVENING STAR bas « regular and permanent circulation in Washington three Times larger than that of any other paper in thecisy. As a local NEWS paper and Ad- Vertising Miediam it bas no competitor. ‘The police deserve great credit for the prompt use made of the clews thrown in their way by the revelations in the Young murder nse of the colored girl who witnessed the at- tack, but did not see the robbery that followed. Quite soon these clews were availed of to get posseasion of the persons believed to have done ‘the villiany. No opportunities seem to have been wasted. The action of the authorities was, throughout, admirable in intelligence and decision. If it bad not bee for the girl's story tala on the same night the issue might have deen different, but as soon as they had the in- formation the police followed it up with » success that has won for them so much credit. Several reflections here ocour. First, the im- portance of «larger police force. so that the criminal class will not so readily undertake such desperate acts. The city of Washington and its suburbs demand for the protection of lives and property about twice the actual num- ber of metropolitan police. The increase from time to time has been slight compared with the imerease in the population, and extent of the city. It is far inferior to the necessities of the case. The capital of a great republic, with large government interests and the safety and welfare of thousands of government employes, ought surely to be at least as well policed as other cities of ite size. As a fact the security afforded here by the government is mach less than that afforded by cities some of which are | smaller in size and all of which have infinitely | less important interests demanding protection than the city of Washington. Tr Stan takes | the present occasion, when the existing system | has, ina given case, proven the efficiency of the small force employed so far as {t was pos- | sible to secure protection to eftizens, to! jhow the dnty of Congress to main- iain a full police force in Wash- ington. Policemen sufficient to watch all the squares of the city are an absolute necessity. It is not a matter of what the thing costs, it is a question of what it will cost the government and the citizens eventually to neglect the pro- vision 40 obvionsly demanded. Another point for consideration is the import- ance on the part of all who can give informa- tion throwing light on crimes, to do so promptly. Without the aid of such persons the police often work in the dark. In the Young murder the little colored girl reported at once what she saw,and the result was the apprehension of three men charged with the crimes of murder | and highway robbery. A third observation is | the demand for acloser watch upon the sections sofarfrom the main thoroughfares, so far as the umber of public and private watchm: will permit. A great proportion of the crimes is committed in the localities indicated, and not by any means always in the dark corners. The part of Capitol Hill that formed the scene of | the Young murder isa respectable quarter of | | > the ety. Other sections of equal respectability | and quietude have had their brutal murders | and highway robberies because of the facilities afforded to the more reckless sort of criminals. | The time has come for providing greater se- curity than now exists. After so many years of | effort to accomplish this, attended only by dis- | couraging failures. citizens are, as a rule, in-| clined to assent to any measure that promises | to bring about the much-desired result. McMillan has given much attention to the sub- ject, and the bill he has introduced is repre- sented as being, in his view, the best measure | that can be devised, which, while giving ser] | sideration to the interests of the citizens, will not | be opposed by the railroad company. There seems to be a very general notion that no bill | opposed by the railroad company could be | pamed. Experiences of citizens in the past | bave confirmed this opinion. If the bill now | offered becomes a law. citizens will be grateful | to Mr. McMillan for the good it contains. Its | passage would be in the nature of a confession by Congres: that that body is powerless to! legislate on matters affecting the Pennsylvania | company except on terms suggested by that | great sale | As « matte: of expedieney, then, citizens gen- | erally may approve or at least not oppose the | changes proposed to be made in the tracks on Virginia cud Maryland avenues. It is not likely either tha: there will be any serious opposition to the propo-ed granting to the railroad com- + and greater privileges on the | - rrender to the company 4 Low practically in its posses- | ston, if such opposition is likely to endanger the prospect of securing the abolition of grade | crowings. Yhere is one bad feature of the measnre, however, for which all the good it! promises would be no compensation. That is the proposal to surrender the Long bridge entirely to the railroad company | and to have a new bridge for the} Public use constructed above it. In many ways | the Long bridge is a greater evil than the! surface railroad. The bridge in its present | condition is constant menace to the property in the lower levels of the city. and certainly | citizens will never submit without protest to having another bridge placed near it to form a new obstecle to navigation and to increase the danger in time of freshets, expecially when sich & Measure docs not seem to be required as an engineering necessity. ss Wer neceemrily femiliarizes mea with bru- tality, and for that reason alone it is not sur- | prising that men olf in the service should re- | ward, or affect to regard, the hanging by the | thumbs as e trivial affair. But it is impossible | to Justify Col. Streator’s action on the ground | that such methods were used with men who | were in most cases ignorant and who had | Joined the army because the food, shelter and | meager pay were indncements. Even technical | authority to infict such a punishment could Rotoversbadow the fact that » man who lacks | the ability to dincriminate, is tatally unfit to | hold diseretionary power. eo ____ fair Pent. spe: monty be might put Mr. Reed im the chair to do the quorum| countay. see | The renomination of Thos. agpeyepeer ead Fae TO COUNTERACT THE EF- Ang indication that Congress 12 to continue in sercesm. einliatemreintans Some indignant Hyaiteville citizens may go sofar esto blame thee Henry George ideas for the weather. —— * ‘The men of note who have been pointed to as Possessing cold natures are now subjects fur congratulanon. —_-- ee —___ ‘There is considerable apprehension that the world’s fair appropriation Wil be overcome by the beat of diseaseioa, ——— ‘The thermometer presente a very strong snti- filapustering argument. —-—- ee No doubt Bergman's cartridges failed to go off because he knew they were loaded. — ee The avenue cable has been laid and rapid transit wilj hatch very soon now. — 0 ‘The weather department was xaficiontly ac @ommodating to even promise a blizzard.
