Adee provides thet | £004 One of the great efforts of the Federation of Labor of the District has been to secure the passage of an effective eight-hour law. The Dill which bas passed the House and is now Pending before the Senate is the one urged by the Federation. A mentorial on the subject from the Federation was presented to the Senate today, together with an indorsement from the executive board of the Knights of Labor. The memorial refers to what was hoped to be accom- Plistitd by the eight-hour law of 1863, and says: “These good results have not been realized, because administrative officers and federal courts have held that the law allowed employes: to ‘contract’ to work as many hours as were de- manded and that government officers could exact such length of Fermit’ employes to work as long as they liked. fect hoped for has also been very greatly neutralized by reason of the fact that not less than 75 per cent of the work of the gov- ernment has been placed in the hands of con- tractors, whose relation with their workmen was regarded as a private and not a public one. ‘It follows, if the eight-hour system is to be henestly enforced on public work, that an eight- hour law is needed which can neither be vio- lated nor evaded with impunity by executive officers or their agents and which will provide that eight hou: constitute, except in case of extraordinary emergency, the limit of o day's labor on public work, whether done wernment direct, ant shall be inflicted for dill.” the memorial says, “‘are vital to the pur- of the law.
