Experience is as desirable in the foreign as the home branch of the civil service. Why a Con- gresaman or'a President should be expected to bave political training and a diplomatic repre- sentative to develop ont of the raw material without previous experience or opportunity is not clear to any mind or alleged mind, save only that which exacts that there shall be no diplomatic experience and no special knowledge required of American agentsubroad. The crude materiel of diplomacy may evist in great qnan- tities in this country, but if it is to be made tute something worthy of competition with the foreigr: article it must be subjected to precisely the snme processes. The popular error here, if, indeed, the error be popular, is in assuming that the difference in governmental and other conditions renders unnecessary what common sense and the experience of mankind both teach so unmistakably. — The precautions taken by the British and American authorities in the matter of cholera are in strong contrast with the conduct of the French. The first case occur: (im France in March and because the goverument has been afraid, for reasons of traffic, to admit the ex- istence of the diseave it has gained a foothold that it would not otherwise have done. This terrible pestilence now flourishes in eastern Russia and Europe and northwestern Asia among the Tartar and semi-Tartar peoples, also in Turkey, Persian and Independent Tartary. If ithad been taken hold of courageously and wisely by the authorities at Paris it might prob- ably have been confined within the limita of European Russia.
