The general provisions are those that Tar Stam has advanced and ad- yocated from the beginning. and if the bill were to pass in substantially the shape in which the committee finds it, there is every reason to be- lieve it would give general satisfaction. A lo- cation in the new post office building would be easy of access not only to the department em- ployes, but to the public at large. Phage ments that bave accumulated colltctions of their own cannot reasonably object to giving them over to the new institntion, as it would be in the nature of an exchango of familiar literature for new. It would be the sacrifice of limited store to obtain one that is practi- cally imexhaustible. The impracticability of the Congressional Library as a means of sup- plying the needs of the general reading public has been completely and em Ny demon- strated.
