As the Medittlan old assessment for another year, while the new amesement is undergoing a process of | equalization and adjustment by a new board of | revision, undoubtedly gave expression to the | views of citizens who have the welfare of the | local NEWS paper and Ad-| ton board of trade in indorsing | ERE ¢ amendment proposing to con- | whole District at heart. The board likewise | gave true expression to the sentiment of the com-| munity in resolutions directed against what is | known as the Johuron bill, providing an entirely novel victous method of making assessments in the District. Whether Mr. Johnson's purpose is to make political capital in his own district, as was plainly asserted in the boerd of trade meet- ing, or to secure an opportnnfty to demonstrate # theory of a to which he ws wedded, the people of the District protest against having their property banded over to him to be used as material for his operations. ‘The assessors have made grave errors. sert otherwize would be to oppose the voice of the whole community. That they have en- deavored to discharge their daty conscten-| tioasly is not questioned. ever. whe‘her any three men could have accom- | plished much better resulis within the short | time allowed these assessors to perform their | great task. The nsessors ask that their work | be not judged until they have finally comploted asa board of equalization, but a burried re- | vision such a« the law unf does not give much promise of a eatizfactory result, especially in ihe case of an agcesament by men who begin with a standard of measare- ment which fs uot generally approved. The absurdities and inconsistencies of the assessment sre not apparent only im the case of property in the business | sections. Throughout the city on residence streets increases have been made far in exce im many instances, not only of the value of the property if sold under adverse circumstances, Dut even of the prices which the owners have sought to obtain and without success. Much is said thoughtlesely or by demagogues, for the | purpose of effect, about discr'minations in favor of the rich or againgt the poor, but the assess- ment if closely examined will be fvund, it ie be- lieved, to be quite as oppressive upon the one | class aa the other. There is n0 division of in- terest here. An assessment that is extravagant or unjust, when it becomes the basis of taxa- tion, affects the welfare of the whole city, und a# much, proportionally, as those of the large | owner. The plan proposed by the McMillan amendment is believed to be the best that can be devised, certainly the best that has been s gested, to relieve the city of an awkward pre ament, and it is hoped that the time that will be gained will be sufticient for a satisfactory revi- | sion of the assessment. ——— ‘The nomination of Ignatius Donnelly by the people’s party in Minnesota for the governor- ship of that state is not a wise step if the mem- bers of the new political quantity can be re- garded as men of practical ideas. Mr. Donnelly | has launched in a literary way ideas of so | visionary a character thet a man who waa both sensible and sincere would hardly consent to be | their champion. The fact that a man has been | guilty of levity does not by any means dis-| qualify him for responsibility. Mr. Peck was | a humorist before he became governor of Wis-| consin, buthe placed his productions before | the public for exactly what they were. He made no pretense of profundity. Mr. Don- nelly, om the contrary, deluded people into ex- pending gouuine brain force in utterly un- profitable directions. It may have been a pretty good practical joke, but the practical joker is aways an object of suspicion. — The business and property interests of the | city as represented in the board of trade have | spoken quite emphatically in favor of granting | aright of way into the District to the Norfolk | and Western railroad.
