F 4 THE EVENING STAR: WASHINGTON, D. A “THE EVENING STAR. D. C, “MONDAY, JULY 4, 1892. Woonwarn Axo Lorunor, W. A. Prez & Co. WASHINGTO THE EVENING STAR bas a regular and circulation In Washington three times larger than that of any other paper in thecity. As a local NEWS paper and Ad- vertizing Medium It has ne compe ——— ‘The day of days to all Americans is “the day we celebrate.” Other dates in our history relate to human problems more or less momentous, but the 4th of July to the average American embodies all the political good with ‘Yery much else that is contained in them all. Independence day to the United States is the great day of liberty. The flag, the oration, the strains of national music, the fire cracker and the general ethilaration—these are the ex- ternals of patriotism. Within the breast of the Citizen is the secred assurance, more certain since 1865, of a prosperous, permanent Union. ‘The externals are sufficiently manifest. They Detoken a robust patriotism that is doubt- Tess well based on the intelligence, indus- try and virtue of the people. It is only neces- sary to maintain this standard, to broaden and eopen the results attained, to make the achieve- ments of the past and the vital doctrines of the past living realities in the present and the foundation of the future. To the thoughtful patriet nothing is *o plain as the unity of this Fepublic. The revelations of science, political ne wellas material. have made it co. It ought then to be the ardent desire of every heart to have this unity as perfect in every detail as pos- sible. To this end the government is ever to be the people's under the Constitution, on the Tines of the founders of the the only Modifications being such as are demanded by experience and within the constitutional provis- 719 MARKET SPACE, COR. This implies, of ¢ mt the people muty always change the organic law in the modes provided by them in the beginning. The great names and ¢ nked with the 4th of July are the greatest names and the greatest date: in political history. To mankind, Washingion, Jefferson, Franklin, Samuel and Jobn 4 . It has decided tha: only $75,000 shalt | be given, anyway. and that it will consent to ap-| Propriating thix sum oniy upon the condition | that it shall be all taken from the District funds. | Tt is not likely that the Senate will egree to this. That body knows—and/ fo does the House, for that matter—| that asked — for——$100,000— was determined upon by the citizens’ commit- | tee only after a most careful estimate of the number of veterans expected here at the en- €xmpment and a close coraputation of the cost | fer “he entertainment of those who would be | etherwise unprovided for. Consequently, the fall amount requested ia absolutely necded and | ought tobe appropriated. As to. the proposi- | tien of the Meuse to take it entirely from the Fevenues of ihe District, it is unjust, and tmworthy of those who alone have) the power to legidate for the Dis- trict. ‘The relations of the general government | oud the District have been fully explained dar- ing the debate on this question and have been clearly set forth in the comments that Tur Star has made upon the proposition presented | by Mr. Dockery on Saturday. Under the part-| nership that exists there is no more reason why the money asked for to entertain the Union veterans who will come to the national capital next September should be taken entirely from the revenues | of the District than that the sums asked for to carry on street improvements or to erect school Duildings should be so taken. It is hoped that the Senate will stand firm in the attitude it has taken upon the question, and ‘that the House will ultimately see the injustice of the position it hax assumed. —__~+eo—___ ‘The country’s business, it is satisfactory to note, is larger than for years past, measured by clearings. It is @ larger aggregat~ for the month of June than the last year by 12 per gent, and for six months by 15 per cent. In- deed, it is a greater volume of business than in ang year since 1852. The quantity of wool, cot- | fon, leather, iron, &c., used in the respective manufactures is greater thin before. This means general prosperity, and the calamity Jeremiahs are not so numerous or influential as they were awhile back. —+e2—____ ‘The silver people seem to have an idea that hey can capture the House. if the presidential | election goes to the House, by having a silver | democrat as their nominee. This is not likely, as the democratic representatives are all pledg- ing themselves to Mr. Cleveland, their candi- date, and conld not afford to desert him in the second round of the election, so to speak. It is | probable that their intention is simply | guile the silver republican states with this raw hope in order to cause the defeat of Mr. Har- — —_— soem The time has come when the date for holding fnaugurations and beginning Congresses should | be changed. The 30th of April, as proposed in the joint resolution reported n the House, is the date of the first inauguration of Gen. ‘Washington, and it is a saitable date. The 4th of March is frequently stormy and is nearly always an uacomfortable day for an outdoor ceremony. It has been thought by those who have observed its effects that inauguration day has prodnced more sickness than any or per- haps all other celebrations, and for the obvious reason that the crowd stands or sits in the open often exposed to the inclemencies of the season. Te STAR has long urged the Passage of the joint resolution for the above and other reasons. It ought to be enacted and sent to the states as soon as possible for action by their legislatures. or While the total population of the United tates increwed between 1880 and 1390 24.86 per cert the males increased 25.06 per cent and ‘the females 24.02 per cout.
