According to the attorney the assessors are un- er no legal obligation to give Mr. Johnson any sort of hearing. Mr. Johnson may have appealed with some confidence to the attorney for the Dis- trict, because the assessors in estab- lishing their rule of valuation did not follow the views given in an opinion fur- nished them by the attorney's office. Phe attorney, however, says that in the present state of the work of the assessment it is im- material whether his office gave the more cor- rect interpretation of the statute or not. So Mr. Johnson does not get the assistance or ‘encouragement from the attorney he may have hoped for in his attack on the measure of value adopted by the assessors. Mr. Johnson requested that all the assessments on land values be raised 50 per cent because of the rule of valuation adopted by the board which he claimed was erroneous and resulted in assess- ing land at two-thirds of its value instead of the true value. The board of equalization according to Mr. Hazelton would have no power to grant Mr. Johnson's request, even if they were convinced that he was right, nor to substitute a new measure of value.
