STAR. GTON. TRURsDAY.. CROSRY 8. NovES THE EVENING STAR bas a regu Washington three t of any other paper in ‘The assessment investigation report is am in- genious and able single-tax argument, termin- ating illogically in a failure to recommend the single tax. Henry George dominates the re- port up to the point of the practical recom- mendations of legislation, and is then deposed. ‘The document has the appearance of a compro- mise, the mujority of the committee appa- rently tclersting the argument for the single tax on condition that its legislative enactment should not be proposed. This discrepancy be- tween premises and conclusion, involved in elaborate reasouing in support of a method of taxation which is not recommended. destroys toa certain extent the effectiveness of the re- port. The impression produced upon the reader of the document is much the same as that made upon the wondering spectators by the strategy of that redoubtable king of France who “with forty thousand men ‘““Marched ups bill and then—marched down again.” The advocates before the committee of a real estate tax, based on rental rather than selling values, on the European as distinguished from the American practice, will, if they are not single tax men and followers of Heury George, be somewhat concerned at the attitude in which the report skillfully places them. A tax upon the actual rental value of improvements after the European fashion imposes burdens upon a man in proportion to his energy, shrewdness and public spirit in making his property pro- ductive, and is diametrically opposed to the principle of the single tax. But the able champion of Henry George who prepared the report by an ingenious word jugglery substi Corsets. TOMOBROW, FRIDAY, MAY 27, Corsets. aND Corsets. SATURDAY, MAY 2, Corsets. This delicious bit of pleasantry will be appreciated by every= body except the victims who by this magical transformation xc are converted “all unbe- knownst to themselves,” and, perhaps, against their will, into disciples of the single tax idea. For it is very clear that if every lot in a neigh-| borhood, improved or unimproved, is to be taxed not upon its actual rental valne, but upon the average rental vulue of the average house of the neiguboxhood, the same tax for improve- ments is imposed upon every lot, whether im- proved or unimproved, and the effect is the same as if no improvements whatever were taxed. Many of the facts developed by the report, while prior to the investigntion vaguely known to exist, will prove of value to the community, when presented in this definite shape, by em- phasizing the necessity of a correction of un- just inequalities in assessment. So far as the report tends, as it does in several ways, to cause the same standard of valuation to be uniformly and impartially applied to all property in all sections of the city by a fair, intelligent and continuous assessing body, it will promote the welfare of the ‘community. The capital wants equitable aseessments and taxa- tion. It does not yearn, however, to be made the field of experiment for novelties in tax leg- islation, of which the practical application is not ventured in any state. Washington does not care to be the apothecary’s cat, to be dosed experimentally with each dubious compound before it can safely be offered to the public. — +02 Mr. Cheatham‘in yesterday's political wran- gle in the House confined himself to. the ques- tion, and what he had to say was said to the question before the House, and not for bun- combe. In this respect he seta worthy exam. ple to the white Representatives of both partics. With the interests at heart of the world’s fair and the people he represents in a certain sense, all over the section from which he hails, and perhaps in other sections, he let party aud fuc~ tion go and clung to the larger matter. ‘That plausible objections can be raised against an appropriation for a strictly sectional or race purpose is not denied. A Scoteb-irish, a Hu- guenot. a Teutonic, a Scandinavian exhibjt maintained at national expense would probaly be ruled out. The negroes of American nur.ure | and citizenship are under a somewhat different clamitication. The great experiment of self- help anc self-government having been extended tothem by the people of the states and pre- served by them so far as their circumstances admit, in other words, a national experiment having heen attempted, it is highly desirable to ascertain what the progress has been in some- thing more than the husks of facts ascertained by dry statistics, An exhibit of the Afro-Ameri- ¢an moral, mental and industrial advance under freedom isas important as any single depart- ment of knowledge concerned with the general Progress of (he republic and the hemisphere. It ie @ knowledge that illustrates much othre Imowledge. and has a wide outreach on the fature of civilizaion. In this philosophic and national point of view the appropriation #® one that might well be made Ly the Congress of the United States. ee er The revive! of the free coinage imme in Can- Gress was rather unexpected in the shape in Which it was revived in the Seuate. And itmay be said that the great success of the free coin- age advocates in the preliminary contlict was & national sarprise. That vietory. mar, however, be worth very little in deciding the question of ection at this session. One of the py-aliarities of this recrudescence of silver is that the anti- dilver p country—that is, the party having the fewest free coins ge men in itis in ‘@ certain manner responsible for the new agita- tion in a body which it controls, while the free eninage party is obstructing silver legislation where it hae control. But the country notes that the democrats in the Senate, with only three exceptions, bave arrayed themselves on the side of {ree silver, and that the Senate's ne- tion is largely due to them. Oongressional treatment of the silver question during this session ts more likely to consist of partisan manenvering for position in the presidential struggle than of actual financial legislation. ee ‘The meeting of the silver free coinage con- vention today is an event of natiouel signifi- cance. This is a commonplace remark that covers the situation precisely in a way that no other form of words could. But it is also true that the signiticance of free silver as an ime is subordinated in the necessary work of both of the party national conventions to other eon- siderations. It is not now likely that either of the great parties will adopt a square declaration for free coinage. ee Christian IX of Denmark, the royal father-in- law of Europe, so to «peak, celebrates with his queen today the anniversary of their golden wedding. As they have been a good couplesnd. their children have been faiffy good, too, the world heartily wishes them happiness im the day. pi diem nen ‘The fact that there is » great deal ina name was illustrated by the manner in which the death of the college lad Wm.
