It seems to be viewed as more prudent to be gufity of a breach of law and of contempt of court and to assume i responsibility of permitting the government's obligation to go to protest than to refuse Mr. ‘Holman’s request that the Treasury Department cease the performance of its legal fugctions ‘until he can gratify his yearning for the colleo- tion of pointless and irrelevant statistics, which ean be secured in an hour without — vestigation and which on their face are of no earthly consequence when collected. Is there eot danger that a democratic House which has persistently endeavored to show that the trea ry is out of funds will soon be pointing to this eroidance of a national obligation as the trans- parent device of « shifty, failing debtor to dodge his creditors and conceal his bankruptcy as long a possible? ——_ +02 —_ In the so-called compromise in Virginia the final issue is postponed. The Virginia demo- crate simply agree not to take a decisive vote. The question of choice for the presidential nomination is relegated to the delegation to Chicago, one-half of which favors and the other ‘opposes Mr. Cleveland. In the distribution of honors the Cleveland men fared best, for in ad- dition to half the delegutes from a body stoutly aimed by the anti-Clovelandites in advance of fts assembling they obtained the permanent chairman of the convention, the chairman of the state executive committee, the phrasing partly in the ex-President’s language and wholly in his spirit of the tariff plank of the platform. The opposition solace themselves with the reflection that they prevented the other fellow, from obtaining a declaration in favor of Clevelznd. They figure, too, in the organiza- tion. as well as hold half of the delegates, This latter isan advantage certainly. The conven- tion was probably a Cleveland body by avery slight majority, which, however, was not put to & test. The Virginians pride themselves om having several times in the history of the demo- cratic party, even since the comparative de- line of the state's influence, taken the lead in making the presidential nomination. Divided equally the delegation cannot exert a control- ling influence in 1892. Thus the net result of the Richmond convention is adverse to the power of the state im national affairs.
