Couemacs, Ouro, May 18.—Ex-Speaker J. ‘Warren Keifer has shied his caster into the Ting in the new seventh congressional district asa candidate for the republican nomination. This district is composed of four republican counties and one democratic, with a net repub- lican majority of about 2,200 votes. Since his Tetirement from Congress Mr. Keifer bw dropped almost completely out of republican polities. He has devoted his time exclusively to his law practice, out of which he has made a Yery comfortable fortune. The opprobrium Which the ex-Speaker bore, whether merited or not, upon his retirement from Congress has almost completely passed away. and at least in Lis own quarter of the state Gen. Keifer has restored himself to the confidence of the ple. He stands at least upon the same level with his competitors for the nomination in that district; has the support of many prominent Fepublicans, as well as of the local republican Rewapaper. the Springfield Republican Times, which is the leading republican newspaper in the district. His most dangerous competitor Will be John F. Locke of Madison county. It Will not be a surprixe to those who know the | situation if Gen. Keifer is seen back in his old | place in the next Congress. THE ANTI-HARRISON MEN. ‘The Foraker faction is not as numerous in Ohio asthe Sherman faction, but it makes up ‘what it lacks in number in the shrewdness of its managers. The latest plan to divide the Sher- man men in the Minneapolis convention is gen- erally conceded here to be one of the shrewdest strokes of policy vet made by the Foraker con- tingent. y have taken up the Sherman boom for the presidency, started in the east, snd seem to be working as hard_ in his interest how as they were working against him in the late senatorial campaign. The main object of the For- eker men now is to prevent the} nomination of Harrison, To succeed in that | they are willing to sacrifice almost anything | else. It is interesting to note their course in | the matter of the presidential nomination since | the beginning of the year. The Foraker men Were originally Blaine men. When the Blaine letter which seemed to place Mr. Blaine en- tirely out of the race came out, they tried to make Gov. McKinley their candidate, but the governor was wary of the “Greeks bearing fits.” and respectfully declined their ‘proffer. hey are now turning to Senator Sherman as the | next best available candidate with which to defeat | Harrison. The administration and the Harri- 60n republicans have always worked in harmony and aguinst the Foraker republicans. The Sherman boow leaves the federal office-holdiug | class in a peculiar position. While they have received their offices from President Harrison they have in most imstances secured them | throngh Senator Sherman. They are at a lose | to know which of these gentlemen they must support in order tobe loyal. If the managers of the Sherman boom are able to work up any considerable movement they will divide the forces of their opponents, and that isall they fish for. ‘MR. CAMPBELLS PROSPECTS. Though ex-Gov. Campbell denies that he has | feceived any information in regard to the re- ported letter which Mr. Cleveland is soon to write withdrawing from the race for the demo- cratic presidential nomination, he does so in evasive terms. and it is very evident that the governor and his friends are highly elated over the situation. While the democrats here have lost none of their admiration for President Cleveland, the sentiment ix fast growing that on account of opposition to him in New York be will not be an available candidate. They caunot figure out how the democrats can win | ying New York. They remember Cleveland was unable to carry New 1885. when there was not #0 serious a defection in the party as there is now. While this sentiment is growing. and it be- comes more evident that no New York man will be selected, the friends of Gov. Campbell are displaying considerable activity in working in his behalf. They feel that of all the available men none have more points in their favor than the governor. The results in the two districts which have already selected delegates to Chi- cago has bad the effect of aiding the Campbell Doom. These four delegates are admitted to be anti-Cleveland. They are more than that; they are oppoved to any man from New York. They can very easily be drawn to the support of Gov. Campbell should he stand before the convention as a strong candidate. M'KINLEY KEEPING CLEAR. Gov. McKinley seems to be keeping entirely out of the presidential race. His administra- tion as governor of the state has been unevent- ful so far, but he is attending strictly to busl- hess. and a large part of his work has consisted of the reorganization of the state institutions. In all this work be has made good appointments and hie administration bids fair to be a success fulone. No questions have arisen nor are any likely to arise that will give Gov. MeKinley an opportunity to make himself heard of out- of the state, but if he shall conduct the State institutions on an economical and efficient policy he will make himself very strong with the people of this «tate. It is quite likely that Gov. McKinley prefers to curb any ambition he may have in the direc- tion of the presidency for four years more. He will then be closing his second term, in all robability. as governor of Ohio. There will be no one with a special claim to the presi- dential nomination. ‘The Blaine question will be settled and Mr. Harrison will be ready to step down and out, and Gov. McKinley ean then enter the race with more points in his favor than any other candidate. Itis quite evident now that Com Outhwaite will have no opposition for the nom- ination in thie district, which ie even stronger democratic than it was under the old system of districts. DEMOCRATIC STATE CONVENTION. As the time for the democratic state convention @raws near there is talk about candidates. Ohio is always very reliably republican, and it is be- Yond a question that it will go republican in a presidential year. So the democrats are not likely to engage in any hot contests over the nominations. So far bnt two names are an- nounced for the nomination for secretary of ftate. These are Col. W. A. Taylor, known all over the state as a Journalist, and Claude Meeker, Gov. Campbell's private secretary. Col. Taylor is a pronounced anti- Cleveland man, and Mr. Meeker strongly ad- Yocates the nomination of the ex-President, #0 the Cleveland and anti-Cleveland lines may be drawn in this case. The only other name men- tioned im connection with the nomination on the democratic side is that of C. A. At llo'clock James F. Burke, president of the University of Michigan Club, called the Meeting of student republican clubs to order at Ann Arbor Tuesday. A. E. Owing of Michigan delivered the address of welcome, which con- sisted of a glorification of the republican party. ‘The mention of Blaine’s name occasioned loud applause. He extended a welcome on behalf of the 1.446 student republic S. B. Draper of Albion College was elected temporary chairman and J. W. Knowles of Pur- due University was made temporary secretary. Kansas Republicans Will Not Compromise— Democratic Plans. Special Correspondence of The Evening Star. Torexa, Kax., May 17, 1992. ‘The most vigorous campaign ever waged in Kansas was opened at the state convention at Hutchinson on the 5th, when delegates were elected to the national republican convention and ex-Gov. Anthony was nominated for Con- | gressman-at-large. The republicans will fight | the battle with renewed vigor and there will be | no compromise on the great issues before the | people. Their candidate for Congressman-a large is the recognized champion of sound | money in the west, and he has never lowered his flag during the struggle with the people's party on the silver question. He ix unalterably opposed to the free coinage of xilv delivered over 100 speeches in Ke question during the past year. When the alli- ance wave struck the state and, the republican state and cor ional conventions declared for the free and unlimited coinage of silver | Gov. Anthony told them they were cowardly and were truckling to the enemy and indorsing acraze that was as disastrous as it wus ridicu- | Jous. He was one of afew imen in this state | who had never wavered, and his nomination | was not only an indorsement of his party | fealty, but it reflected the radical change of | sentiment on that question in Kansas during | the past two years. Anthony isa strong and | Yigorous man at sixty-eight. H SKIRMISHING OF THE OPPOSITION. Hl Just now there is a great deal of skirmishing on the part of leading democrats and mem-! bers of the people's party to find a man who | can beat him. It seems certain thata fusion ; will be made on this and nearly every office ot any importance by the democrats and ublicists. The democrats are pressing vid Overmyer of Topeka, and not a few! alliance leaders are giving the movement en- couragement. If Overmyer is nominated as the combine candidate and he and Anthony can arrange for a joint debating tour over the state the peoplo wil witness such a campaign ns has never before been experienced in Kansas. | Overmyer is a lawyer and a strong stumper. He is the only man in the opposition who can successfully cope with Gov. Anthony, and it is uestion in the minds of many whether he is able to answer the governor's solid argument on the economic questions. Last year Overmyer stumped a judicial district against Judge Dos- ter, one of the ablest men in the people's party. He roundly denounced the leaders of the new movement, and left a record which may trouble | him this year. Overmyer is a bitter opponent of prohibition, and has on numerous occasions denounced the churches for meddling with | politics. ‘The preucher in politics is nauseating | to him, and he has not hesitated to chastise | them roundly and severely. If the preachers and their flocks should turn on him his defeat would be certain. Of course public sentiment may change and by the time the people's party state convention meets June 15 his nomination may be out of the question. People’s party conventions are made up of surprises, You can’t tell what will occur. When the delegates get together’ they take the bits in their teeth and ran over the Jeaders and fixers who have all the plans laid. In 1390 the democrats were sure the people's party state convention would nominate ex-Governor Rob- inson for governor. ‘Then the democrats would indorse him and if the combination had worked he would have been elected by 40,000 majority. Robinson was so certain of his nomination that he had prepared his speech of acceptance and was waiting in a committee room to be waited on and presented to the convention aa its choice for governor. Ina twinkling his hopes had fle Some statesman from a back county discov- ered John F. Willits. an unknown man. sprung his name and he went through like a flock of sheep go through a gap in the fence after the bell wether. Willits lacked only 8,000 votes of being elected governor, he lacked only one vote in the senatorial caucus of beating Senator Peffer, and to wind up he was made national lecturer of the Farmers’ Alliance on a good sal- dry and is now traveling over the country hav- ing a good time on the surplus laid by’ after ae the mortgage on his farm. So there ix no telling what will happen in a People's parts convention, At least that was what the repab- licans thought when the present alliance Con- gressmen from Kansas were discovered. There is no doubt that Jerry Simpson, John Davis and Wm. Baker will be renominated by the people's party. Reports from Simpson's district state that there are a large number of democrats who will not again vote for him. But the democratic machinery ix for him and will probably be worked in his interest. Ifa democratic candidate is not put in the field Jerry will have a pretty run with either Chester I. Long or J. W. Jones, both clean and able men, with the result decidedly uncertain. John Davis will not have a walkover in the election. J. R. Burton will be nominated by the republi- cans, and it is believed will win. Baker was elected by 8,000 majority, and it is thought he will have the democratic vote again. Clover and Otis will not fare so well. They will have strong opposition ‘for re- nomination and it is conceded that the chances are against them. Clover committed the unpardonable sin when he went to sleep on the silver bill. He cannot explain that matter sat- isfactorily to his constituents. and they declare that he will be returned to the solitude of his farm. There are several aspiring reformers after Otis’ sent, and it is not improbable that a democrat in the person of Judge John Martin or Levi Dumbald will be chosen. The demo- crats have already issued a call for a nominating convention in Otis’ district and do not hesitate to say that they will vote for Curtis, the repub- lican nominee, if Otis is forced on them. If several leading democrats carry their point and prevent « democratic nomination and Otis should be the People’s party candidate there are thousands of democrats who will refuse to vote or who will openly candidate. upport the republican ea Taxation and Tax Assessments. To the Faitor of The Evening Star: The communication of Mr. B. H. Warner in Tue Stax of May 16 on the above subject, while it covers a variety of ground, is not nec- essarily convineing upon the assumption that the basis of rental value is the usual method of assessment in European countries, where the taxes are paid by the tenant—the landlord ex- acting the highest possible rental, the tenant paying taxes in proportion to the rental. As a general proposition, the rental value of a piece of improved property when capitalized must afford a fair idea of the market value of ‘the property. On the other hand, the general proposition. though quite true in the broad sense is modified by so many circumstances that it becomes very difticult to make it applicable to individual cases. Even though the cost of the buildings ona property can be estimated by an expert, if un- suited to the location they are practically of but little market value, while buildings much inferior in character will produce rentals out of all proportion to their cost. Nor does the rental in such cases come from the superior value of the land for the reason that replacing rookeries with a better class of structures may uot secure better rentals. Here is a little conundrum for Mr. Warner or Mr. Hemingway or Mr. Anybody to give the so- lution: ‘The selling price for a certain house is $12.- 000. ‘The rental is 440 perannum. The owner tried to borrow $6,000 on the property, but the security was not deemed to be sufficient. Query: What is the assessable value or the market value of the house and lot? According to the various ideas the annual tax on the above will be as follows: ‘On $12,000 valuation On $7,500 valuation... ....... On $840 rental at 25 per cent. 2222211111 210. On $840 rental at 14 per cent. 117.60 ‘The rate of 14 per cent upon the annual rent is the rate suggested by Mr. 8. L. Phillips.
