Some of our legislators have suggested in view of the opposition, based upon the misap- prehension indicated, which has met the propo- sition for an encampment appropriation on the legal and customary terms of District appro- priations, that an exception be made in the case of this expenditure, that the lw which makes the goverament in effect a local taxpayer be suspended im respect to it, and that indi- vidual taxes be exelasively levied upon for the purpose. This plan is called @ cumpro- mie, but is mirscalled, for i is more damnging to the interests of the District than a refusal of the appropriation would be. Every dollar of the local resident's tax money paid into the treasury is, under the hw, goed for two dollars whea expended on municipal objects. ‘The proyosi- tion is to spend, as $100,000, a portion of thi tax fond which if spent on any other ma- nicipal object would mean $200,000. It bas simply pro- posed a certain item of municipal expenditure on the same basis as other such items, and its legislature is asked to authorize or reject. Those who believe that the expenditure is a proper one for the municipality to make, and who approve the entertainment of the veterans, will vote for the appropriation. Those who bave constitutional scruples or dislike to be put even indireetly in a friendly attitude toward the ex-soldiers of the Union will vote against it, ———_+-_<_. ‘The Supreme Court of the District, ina clear able and pointed opinion, sustains the course taken by the commission and the President in the establinhment of Rock Creek Park, and their construction of the law upon which their action was based. In the cases of all the property owners but two interests, which have appealed, the court directs under the pro- visions of the law that the money to compen- sate them for the land which the government bas taken be paid into court. The money to make these payments was appropriated by the last Congress, and only national bank- ruptey or repeating legislation by this Congress, neither of which is an existing fact, can justify refusal or neglect to promptly carry out the law.
