4 ~ WASHINGTON. MEMPAT- << --- a Editor. THE EVENING STAR hasa regular and permanent circulation in Washington three times larger than that of any other paper in the city. As a local NEWS paper and Advertising Medium it has no competitor. ‘The nearest approach to an equitable tax as- sessment is secured when a permanent board of assessors, composed of men of intelligence and integrity, applies the same standard of valuation, no matter what it is, to all the prop- erty to be assessed. Permanence gives expe- rience in estimating values and enables great changes in values to be noted seasonably. Character in the assessors assures impartial valuation, and if all the property is valued by the same minds idiosyncrasies in asses- sors sre corrected. Equity does not so much demand « particular method of assessment as ‘that, whatever the adopted method may be. Steball be fairly and equaily applied. This ‘equity will not be secured by a change of standard, whether improvements are ex- empted from taxation by an exclusive tax on land or whether a guess at rental value be sub- stituted for a guess at selling value. There is as much opportunity for partiality and favor- itism in the assessment of land values alone as fm the assessment of land and improvements, There is as much room for inequitable guess- ing in fixing the rental value of unimproved Jand and unrented improved property as in estimating the selling value of such property. A low valuation of property for tax purposes, if fairly and impartially applied to ail prop- erty, violates no equity. Such valuations are the rule in this country. Nobody fs injured by them. Washington does not need to raise its standard of valuation in order to increase its tax revenues. No benefit is gained and harm may result from an arbitrary and general increase iu valuations, which, to produce the same revenue, will cause a decrease in the r: of taxation, leaving the taxpayer after this see-saw performance of rate and valuation to pay for a time precisely what he did before, If the tax rate were not reduced in pro- portion to the increase of the valuation. an unnecessary increase of the District's burden of taxation would result, Washington wants its inequalities of taxation cured, it wants the same standard of valuation impartially applied to property in all parts of the city, but there is ‘not the slightest demand, need or reason for a general increase in assessment valuations, and if any property is to be exempted from taxa- ation it should not be the real estate _improve- ments which are tangible, visible and cannot be hid from the assessors, but personal prop- erty, the taxation of which in every city is for obvious and well-known reasons so unequal as to be farcical There is “‘incalculable room for immigrants” im the United States, as Mr, Edward Atkinson argues in thg May Forum, Not room, indeed, as he explains,for those who would enter upon pub- lic lands, but room for such as are able and willing to buy parcels of land from private holders. He very pertinently urges that if there is no lack of land there can be no want of work for those who choose to apply industry and intelligence thereto, And he appears to oppose all laws restraining the importation of laborers under contract. His reasoning is some- thing like this: The workmen now here have only the skilled incoming laborer to dread, if they dread any; because of the incapscity of pauper laborers their work comes high. The difficulty of putting « tax on intelligent immigrants who come to labor, he proceeds to state, is that they can smnggle themselves in across the border. This argument would destroy all of our regula- tions concerning undesirable immigranta; in- deed it would level our custom houses them- selves and abolish all duties on imports, which is unthinkabie in the present or any other probable economic condition. Mr. Atkinson is entirely right, however, when he contends that ‘we could not keep out intelligent, skillful and industrious people if we would, and would not if we could. Such people have made this mighty fabrie of government and all it repre- sents cr protects. But there is another propo- sition perfectly tenable, that unintelligent, Unaseimilative, degrading labor from abroad must not be permitted to enter our ports and demoralize our work system. It will not do, as Mr. Atkinson insists. to rely upon the eventually costly character of this undesirable labor to prevent itscoming. So long as it may be permitted to come it will vitiate the labor system and injuriously affect the eco- nomic policy of the republic, for so long there will be employers who will employ the cheapest labor unmindful of anything but immediate financiai results. Ofcourse they will not per- sist indefinitely in this self-destructive policy; but after them others will scout experience, just as they-have done, and the evil will thus be perpetuated.
